The Supreme People's Court issued Official Dispatch 78/TANDTC-TCCB dated February 13, 2023 on professional training of Court clerks in 2023.

Thus, the notice of enrollment for the Court Clerk training courses in 2023, specifically as follows:

1. Objects and standards for professional training of court clerks in Vietnam 2023

- Professional training for secretaries:

+ Civil servants with the rank of clerk who have not yet received professional training as a Court Clerk (appointment of civil servants to be recruited to the Court in 2022 is given priority);

+ Civil servants holding the rank of specialist or equivalent (with the same salary range as an expert such as an information technology engineer; accountant..), having a bachelor's degree in law or higher;

+ Civil servants holding the rank of "civil servant" or equivalent (with the same salary range as intermediate accountants, intermediate archivists, etc.), having obtained a bachelor's degree in law or higher, have a minimum period of holding the rank of "civil servant" for at least 2 years, and in 2022, successfully complete their tasks.

- Professional development for chief secretaries:

+ Civil servants who have held the rank of Secretary and the equivalent for full 08 years or more, excluding the probationary or probationary period, including the period of holding the rank of Secretary for at least 1 year (the "equivalent" period in the scope of this official letter is understood as the time when the civil servant has a bachelor's degree in law);

+ Having been professionally trained as Court Clerk;

+ The agency recognizing at least one year (in 2022) to successfully complete the task.

2. Application for registration of Court Clerk training in Vietnam

- Sending civil servants to the unit to study;

- List of civil servants sent to study (as per the attached form);

- Application for school attendance of civil servants;

- Curriculum vitae of the civil servant according to form 2C/2008 (issued by the Ministry of Home Affairs), certified by the agency employing the civil servant;

Sample of the resume - 2C/2008

- The comment and assessment of civil servants by the head of the agency employing civil servants in 2022 for civil servants who are holding the rank of cadres sent to train secretaries and civil servants sent for professional training of chief secretaries;

- Copy (certified): Bachelor's degree in Law or higher, for students who are officials and specialists; Certificate of professional training of court clerks for secretaries going to train principal secretaries.

3. Time and place of opening the Court Clerk training course in Vietnam 2023

- Opening of the Court Clerk training course in 2023 in March 2023.

- Location: At the Court Academy.

4. Principles of appointing civil servants to participate in the Court Clerk training course in Vietnam

The unit sending civil servants to study ensures the provisions of the Regulation on training and fostering cadres, civil servants, and public employees of the People's Court promulgated together with Decision 636/QD-TANDTC dated May 15, 2018 of the Chief Justice of the Supreme People's Court. The head of the unit sending the civil servant to study is accountable to the Chief Justice of the Supreme People's Court for the civil servant's dossier.

The civil servant's application file for the course shall be sent to the Supreme People's Court (through the Department of Organization and Personnel) and email: daotaotoaan@gmail.com before February 26, 2023, to summarize and report to the leadership of the Supreme People's Court for consideration and decision.

Note: After the above time, any unit that does not send the required documents is considered to not have the need to send civil servants to participate in the course.
