This is an important content in Circular 120/2020/TT-BQP which stipulates the technical classification of pilots and crew members in the Vietnam People's Army.

To be specific, Article 35 of Circular 120/2020/TT-BQP specifies the responsibilities for implementing the regulations on technical classification of pilots and crew members in the Vietnam People's Army by the Evaluation Council and the Evaluation Council for Technical Classification of Pilots, Crew Members, as follows:
- The Evaluation Council for technical classification of pilots, crew members (hereinafter referred to as the Evaluation Council) is organized at the Air Defense-Air Force Service, the Navy Service, the Coast Guard Command, Division 18, and equivalent brigades; the Evaluation Council is tasked with advising the unit heads on the inspection of technical classifications of pilots and crew members.
- The Evaluation Council for Technical Classification of Pilots, Crew Members (hereinafter referred to as the Technical Classification Council) is organized at the Air Defense-Air Force Service, the Navy Service, the Coast Guard Command, Division 18, and equivalent brigades; the Technical Classification Council is tasked with advising the unit heads on the classification, maintenance, storage, and demotion of the technical classifications of pilots and crew members.
- The Council consists of: Council President; Council Vice President; Council Secretary; council members who are officers with appropriate technical expertise from related agencies to assist the Council in performing its tasks.
- The Council President issues the regulations, examination content, evaluation, and working methods
.- The Council President works under majority principles; at least 2/3 of the members must be present for the Council meetings.
- The Air Defense-Air Force Service Staff, the Navy Service Staff, the Coast Guard Command Staff, the Training Department of Division 18 serve as the standing agencies of the Council, responsible for advising the Council on the inspection and technical classification of pilots and crew members.
