Council for the Appraisal of Local Educational Materials Includes at Least 9 Members in Vietnam

Below is a noteworthy content in Circular 33/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam regulating the appraisal of local educational materials, issued on September 15, 2020.

In Article 4 of Circular 33/2020/TT-BGDDT, it is stipulated that the Review Council for educational materials is established by the Chairman of the Provincial People's Committee in Vietnam to assist the Provincial People's Committee in Vietnam in reviewing materials. The council is established according to educational levels. The council includes scientists, educators, educational managers, individuals active in the fields of culture and art, and representatives of relevant organizations; at least one-third (1/3) of the members are teachers currently teaching at the corresponding educational level. The number of council members is odd and there are a minimum of 9 (nine) people.

The standards for council members are stipulated as follows:

- Good moral qualities, good ideology; sufficient health and time to participate in material review.

- A university degree or higher, understanding of the local educational content, professional qualifications suitable for the materials being reviewed; council members who are teachers must have at least 3 (three) years of teaching experience at general education institutions.

- Individuals involved in the compilation of the materials being reviewed cannot participate in the council.

The council is responsible for reviewing materials according to the criteria stipulated in Article 3 of Circular 33/2020/TT-BGDDT and reporting the review results to the organizing unit.

Additionally, the four principles of the council's operation include:

  1. The council works on the principles of centralization, democracy, objectivity, and honesty.
  2. Council meetings are considered valid when at least three-quarters (3/4) of the total members participate, including the Chairman, Vice-Chairman, and the council secretary.
  3. The results of each council meeting are recorded in minutes, including all members' comments and made public at the council. The minutes must be signed by the attending council members.
  4. During the review process, the council may propose to the organizing unit to seek professional advice from relevant agencies, organizations, artisans, skilled workers, and individuals if necessary.
