- The Chairman of the Council is the head or a deputy head of the public service provider;- Other Council members are representatives of the leadership of specialized departments of the public service provider, including a representative of the leadership of the department where the public employee is working, a representative of the leadership of the department responsible for personnel organization, and 01 member who is also the Council's secretary.
