Coordination in Handling the Prevention and Combat of the Proliferation of Weapons of Mass Destruction

Decree 81/2019/ND-CP stipulates that individuals, agencies, and organizations coordinating to handle and address the work of preventing and combating the proliferation of weapons of mass destruction must be careful, active, proactive, and prompt; ensuring the unified state management of national security, social order and safety, and national defense tasks under the centralized and unified direction and management of the Government of Vietnam; ensuring close coordination among law enforcement forces in performing the tasks of ministries, central authorities, and local authorities according to their functions, tasks, powers, and organization according to the authority conformable to relevant laws.

In addition, other principles also play an important role in preventing and combating the proliferation of weapons of mass destruction as follows:

- Complying with the Constitution and laws; ensuring independence, sovereignty, unity, and territorial integrity, the interests of the State, the legitimate rights, and interests of agencies, organizations, and individuals; complying with international treaties to which the Socialist Republic of Vietnam is a member; proactively preventing, detecting, stopping, combating, and handling acts of proliferation and financing the proliferation of weapons of mass destruction; integrating the prevention and combating of the proliferation and financing of the proliferation of weapons of mass destruction with socio-economic development, ensuring national defense and security.- The legal assets, rights, and interests of third parties must be respected and protected according to the provisions of the law; damages to assets and interests of individuals and organizations caused by illegal acts of competent agencies and organizations in the process of implementing measures to prevent and combat the proliferation of weapons of mass destruction must be compensated according to the provisions of the law; violations related to the prevention and combating of the proliferation of weapons of mass destruction and assets related to weapons of mass destruction are handled according to the provisions of the law.
