Continuing to review the salary policy for teachers, especially in disadvantaged areas in Vietnam

This is the content of Decision 1515/QD-BGDDT in 2023 on the implementation plan of Decision 1657/QD-TTg on the Action Program to implement the Ethnic Minority Work Strategy for the period 2021–2030, with a vision to 2045 promulgated by the Minister of Education and Training of Vietnam.

Specifically, the plan's solutions and tasks include:

1. Direct the review and arrangement of the network of educational institutions in ethnic minority and mountainous areas (Ethnic Minorities and Ethnic Minorities); ensure the scientific and legal basis, suitability with the planning and actual conditions of the locality, and a reasonable roadmap; create favorable conditions for people, ensure the learning interests of students; meet the requirements of implementing the educational program as prescribed by the Ministry of Education and Training and the local socio-economic development needs.

2. Continue to implement synchronous solutions to maintain the achievement of 5-year-old preschool universalization, primary education universalization at the right age, lower secondary education universalization, illiteracy eradication, and the anti-re-illiteracy fight . Focus on directing and maintaining the number of children and students of school age; actively and actively coordinate with social forces to mobilize the maximum number of ethnic minority children and students of school age; maintaining the number of students, ensuring the percentage of students who are diligent, reducing the rate of students dropping out of school, leaving school on holidays and seasons.

3. Prioritize investment in resources for effective implementation of the Program "Supporting the development of preschool education in disadvantaged areas in the period of 2022–2030"; ensure that all ethnic minority children have access to and care for education according to quality preschool education programs that are culturally and linguistically appropriate, prepare Vietnamese, help children develop comprehensively; and be ready to enter primary school.

4. Step up the education of political ideology, morality, lifestyle, and life skills to prevent and avoid accidents, injuries, and diseases; focus on measures to ensure school safety, protection, health care, physical education, and sports activities to improve health and develop stature for children and students in ethnic minority and mountainous areas.

Enhance Vietnamese language for ethnic minority children and students and teach ethnic minority languages in accordance with the needs, capacities, and aptitudes of each target group in order to develop the quality and capacity of ethnic minority students and preserve the cultural identity of the ethnic groups.

5. Direct the effective implementation of programs, schemes, and projects on investment in facilities, procurement of school equipment, especially the tasks assigned in the National Target Programs, Socio-economic Recovery, and Development Program; at the same time, mobilize capital sources, mobilize material and technical support from organizations, individuals, and development partners to increase investment and education development in ethnic minority and mountainous areas.

6. Prioritize resources for effective implementation of Sub-Project 1 "Renovating activities, strengthening the development of EM schools, EM schools and illiteracy eradication for people in ethnic minority areas" of Project 5 under the National Target Program for Socio-Economic Development of the Ethnic Minority and Ethnic Minorities in the 2021-2030 period, in order to create a fundamental change in the quality of education and the creation of quality human resource training for the ethnic minority and mountainous areas; ensure the implementation of equity in access to education among regions, regions and ethnic groups; continue to maintain and improve the effectiveness of XMC work in ethnic minority and mountainous areas.

Develop and implement a project to improve the capacity and operational efficiency of community learning centers in ethnic minority communities.

7. Ensure the arrangement of a sufficient number, structure, and standardization of the contingent of teachers at all educational levels and in  ethnic minority and mountainous areas.

Continue to review the working regime and salary policies for teachers and educational administrators working in public educational institutions in general (especially for ethnic minority and mountainous areas, areas with extremely difficult socio-economic conditions, borders, and islands) as a basis to develop a teacher's working regime to meet the requirements of the 2018 General Education Program and propose new salary policies suitable to employment positions and socio-economic development.

Prioritize professional training for teachers and administrators of educational institutions working in ethnic minority and mountainous areas, regions with extremely difficult socio-economic conditions, borders, and islands.

8. Synchronously implement mechanisms, policies, and solutions for human resource development, especially high-quality human resources in industries and fields that mainly meet the requirements of socio-economic development in ethnic minority and mountainous areas.

Implement strictly and effectively the policies on recruitment and pre-university preparation in order to increase the proportion of ethnic minorities, especially the ethnic minorities in the group with specific difficulties studying university training programs and college training programs in the field of Early Childhood Education.

Research and propose to develop a project on training and fostering high-quality human resources for ethnic minorities in the following industries/groups/fields: health (mainly Medicine and Pharmacy), information technology, agriculture, finance-banking, university-level teacher training, and college-level Early Childhood Education.

9. Continue to seriously and effectively implement policies on the development of ethnic education; researching, proposing, amending, supplementing, and perfecting policies for children, pupils, and students in ethnic minority and mountainous areas, coastal flat areas, islands, and educational institutions with children and students who are beneficiaries of the policy.

10. Promote the application of information technology, enhance digital transformation in the management of ethnic minority education.

Build, manage, operate, exploit, and use the database module on ethnic education under the sector-wide database system on education and training; uniformly manage the evaluation indicators on ethnic education; stipulate a mechanism to monitor, report, evaluate, supervise, and update annual data on ethnic minority education to promptly serve research and propose policies to promote the development of education and training in ethnic minority areas.

11. Strengthen information and propaganda work to disseminate, educate, and raise awareness and responsibilities of all levels, branches, families, and communities about undertakings and policies of the Party, National Assembly, and State for socio-economic development in ethnic minority and mountainous areas; on the development of early childhood education; renovating education and training; renovating general education curricula and textbooks, preparing conditions to ensure the implementation of the new general education program.
