On November 16, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 117/CD-TTg regarding the continued vigorous implementation of eliminating temporary and dilapidated houses nationwide.

Caring for and resolving housing issues for the people, especially those with merits to the revolution, poor households, and those affected by natural disasters, has always been a priority for the Vietnam Communist Party and the State. It is deemed a key task for social welfare and sustainable poverty reduction. Conclusion No. 97-KL/TW dated October 5, 2024, of the 10th Central Conference, 13th term, clearly stated: Execute fully and promptly the poverty reduction policies, promoting the Emulation Movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025." To successfully achieve the goal of eliminating temporary and dilapidated houses nationwide in 2025, the Prime Minister requires:

- Ministers, heads of ministerial-level agencies, governmental subordinate agencies, and chairpersons of the People's Committees of provinces and central-affiliated cities must urgently and decisively implement consistently and effectively the directives of the Prime Minister in Official Telegram 102/CD-TTg dated October 6, 2024, Directive 42/CT-TTg dated November 9, 2024, on promoting the elimination of temporary and dilapidated houses nationwide; Conclusions of the Prime Minister at the first meeting of the Central Steering Committee for the implementation of eliminating temporary and dilapidated houses nationwide (Notice No. 523/TB-VPCP dated November 16, 2024).

- The Ministry of Labor, War Invalids and Social Affairs shall preside and cooperate with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance, and the Committee for Ethnic Minority Affairs to guide, inspect, and urge localities to implement the assigned tasks, especially in building plans, mobilizing resources, accelerating disbursement progress locally, and promptly compiling difficulties and obstacles from reality and specific proposals, reporting to the Central Steering Committee on eliminating temporary and dilapidated houses nationwide (Central Steering Committee).

- Ministry of Finance shall:

+ Present guidelines to competent authorities by November 30, 2024, for the implementation of funds utilization from the 5% savings of regular state budget expenditures in 2024 to support the elimination of temporary and dilapidated houses (as per the National Assembly's resolution); coordinate with the Ministry of Labor, War Invalids and Social Affairs for immediate allocation upon approval.

+ Guide enterprises on deductible expenses for corporate income tax regarding support for eliminating temporary and dilapidated houses in accordance with the law, report to competent authorities on issues beyond their authority.

- Ministry of Construction shall:

+ Urgently propose to the Prime Minister the issuance of decisions on support levels for new construction or renovation and repair of housing for those with merits to the revolution, relatives of martyrs; preside and coordinate with related ministries and agencies to effectively implement the Prime Minister's decisions.

+ Guide localities to research and design typical housing models that suit the cultural and climatic specificities of each locality and region.

- The Committee for Ethnic Minority Affairs and localities must promptly resolve difficulties and obstacles in housing support implementation under the national target program on socio-economic development in ethnic minority and mountainous regions, promptly report to the steering committees at all levels on issues beyond authority.

- People's Committees of provinces and central-affiliated cities shall:

+ Urgently establish and direct the formation of local steering committees (provincial, district, commune levels) with the party secretary as head, the chair of the People's Committee, and the chair of the Vietnam Fatherland Front of the same level as permanent deputy heads; members being heads of provincial departments and related agencies; the Labor, Invalids, and Social Affairs sector as the standing agency; complete by November 2024.

+ Emphasize effective organization of the Emulation Movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025", enhance communication to foster societal consensus, especially in mobilizing financial resources and manpower support for the elimination work in the local area.

+ Urgently prepare specific plans, intensively direct immediate disbursement of supported and mobilized resources for house elimination in the area; actively coordinate and work with committed investors to implement (as per the list from the Ministry of Labor, War Invalids and Social Affairs, the standing body of the Central Steering Committee sent to localities); ensure timeliness, effectiveness, purpose-oriented; avoid losses, waste, and negative acts; strictly handle violations.

- Request that the Central Committee of the Vietnam Fatherland Front guide the Fatherland Front at all levels to receive support for eliminating temporary and dilapidated houses through the “For the Poor” Fund; cooperate with the Ministry of Labor, War Invalids and Social Affairs in reporting to the Central Steering Committee for timely support fund allocation; oversee the implementation of support policies for eliminating temporary and dilapidated houses for those with merits to the revolution, poor households, and near-poor households.

- Members of the Government of Vietnam must regularly inspect, urge, supervise, and evaluate the implementation of the elimination of temporary and dilapidated houses as per assignments in Decision No. 435/QD-TTg dated April 24, 2024, and Decision No. 967/QD-TTg dated September 12, 2024, of the Prime Minister.

- Assign Deputy Prime Minister, Standing Member of the Government of Vietnam Nguyen Hoa Binh, Deputy Head of the Central Steering Committee, Deputy Prime Minister of the Government of Vietnam Le Thanh Long to direct ministries, agencies, and localities to focus on the implementation, resolution of tasks related to nationwide elimination of temporary and dilapidated houses.

- The Office of the Government of Vietnam, according to its functions and assigned tasks, should cooperate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Construction, the Committee for Ethnic Minority Affairs to monitor and urge the implementation of this Official Telegram; promptly report to the Prime Minister on issues beyond authority.
