Recently, at the request of the Minister of National Defense, the Government of Vietnam issued Decree 89/2009/ND-CP stipulating regulations on border diplomacy in Vietnam.

In border activities, the regulations stipulated in Article 8 Decree 89/2009/ND-CP regarding border diplomacy must be followed as below:
Firstly, when engaging in border diplomacy, comprehensive preparations must be made in all aspects and the principles of diplomatic protocol must be adhered to, including organizing the reception, hosting, working sessions, and farewells for the guests.
Secondly, in communications and working relationships, the approved content, plan, and program must be strictly followed; in the event of changes to the program or plan, it must be reported to the competent authority in accordance with regulations; all working and communication activities must be conducted through interpretation.
Thirdly, the content of the exchanges and work between the two parties must be fully and detailedly recorded in the minutes. The minutes must be prepared in two languages, Vietnamese and the neighboring country's language; if necessary, it can be prepared in three languages (Vietnamese, the neighboring country's language, and English or French) with the signatures of the two Heads of Delegation. In cases where new content arises or exceeds the scope of authority, it must be noted and reported to a higher authority for directives; if the counterpart refuses or denies the content presented by us, it must be recorded in the minutes to preserve the opinion; after the working session, a written report must be submitted to the competent authority as per regulations.
Fourthly, based on the Agreement on Border Code and the agreements between the two parties to determine the relationship level; components for meetings, exchanges, negotiations, and resolving issues related to the two sides of the border appropriately.
