The following article contains information regarding the contents to be disclosed in the implementation of grassroots democracy within the Vietnam People's Army from February 15, 2025, as stipulated in Circular 122/2024/TT-BQP.

On December 31, 2024, the Minister of National Defense promulgated Circular 122/2024/TT-BQP stipulating the implementation of grassroots democracy in the People's Army of Vietnam.
According to the provisions of Article 10 of Circular 122/2024/TT-BQP, except for contents classified as confidential, which are disseminated and understood according to the confidentiality management classification regulations, commanders of agencies and units must publicize the following contents in implementing grassroots democracy in the People's Army of Vietnam:
- The guidelines and policies of the Communist Party, policies, and laws of the State related to the Army and agencies and units.
- Policies and solutions of the Central Military Commission, Ministry of National Defense, Party committees, and command of agencies and units; the political tasks of agencies and units; annual, quarterly, monthly work plans; regulations, rules, and specialized ordinances and statutes.
- Internal regulations, rules, agency, and unit regulations. Data and reports on financial income and expenditure tasks according to classification. Contents related to personnel work, policy resolution, policy evaluation, classification of the quality of officers, professional soldiers, workers, national defense public employees, and workers; commendation, discipline, retirement, discharge, and demobilization for soldiers, workers, national defense public employees, and workers.
- Asset and income declarations of those obligated to declare under the provisions of law.
- Inspection, examination results, resolution of internal reflections, recommendations, complaints, and denunciations.
- Compilation results of opinions and explanations, acceptance of the opinions of soldiers, workers, national defense public employees, and workers on matters for which they were allowed to give opinions according to the provisions of Article 17 of Circular 122/2024/TT-BQP, specifically:
+ Solutions to implement the guidelines and policies of the Communist Party, policies, and laws of the State, regulations of the Ministry of National Defense related to the functions and duties of agencies and units.
+ Annual work plans of agencies and units; responsibility of commanders in performing tasks.
+ Participating in evaluating and commending annual Emulation for Victory movements. Participating in opinions and proposing disciplinary forms for soldiers, workers, national defense public employees, and workers.
+ Measures to improve operational conduct and work style; practicing thrift, preventing and combating corruption, waste, bureaucracy, negativity, patriarchalism, and militarism.
+ Implementing policies related to the legal rights and interests of soldiers, workers, national defense public employees, and workers.
+ Summary reports of agencies and units.
+ Draft regulations on implementing democracy, internal regulations, and rules of agencies and units.
+ Other contents as prescribed by law and the Ministry of National Defense.
- Documents guiding and directing operations of higher-level commanders related to the activities of agencies and units.
Circular 122/2024/TT-BQP takes effect starting from February 15, 2025.
Circular 165/2018/TT-BQP of the Minister of National Defense stipulating the organization and activities of the Military Council in the People's Army of Vietnam; Circular 46/2015/TT-BQP of the Minister of National Defense regulating the construction and implementation of grassroots democracy regulations at the workplace in military enterprises are null and void from the effective date of Circular 122/2024/TT-BQP.
