Contents of the Training Program for Commune Public Security in Vietnam

Annually, the Chief of Commune Public Security, Deputy Chief of Commune Public Security, and Public Security Officers in Vietnam must be provided with training on basic and practical knowledge of state administrative management in the field of security and order at the local level. The content of the training program is stipulated in Circular No. 32/2009/TT-BCA-V19 as follows:

Training and Training Duration: 15 days. It includes:

Training Methods: Combining theoretical lectures with resolving trainees' queries. Particularly allocating time for trainees to apply theoretical knowledge to address practical situations occurring in their localities.

1.1 Topic 1: Overview of the history of the formation and development of the People's Public Security Force (People's Public Security of Vietnam) and the functions, duties of People's Public Security of Vietnam
  • Overview of the history of the formation and development of the People's Public Security of Vietnam;
  • Functions and duties of People's Public Security of Vietnam; guiding principles, requirements for building a clean and strong People's Public Security of Vietnam force;
  • Functions, duties, and powers of the police responsible for security and order.
1.2 Topic 2: Some basic issues about the organization and activities of grassroots authorities
  • Position, function, and duties of commune-level government;
  • Organization and activities of commune-level government;
  • Requirements for improving the efficiency of commune-level government activities;
  • Measures to improve the efficiency of commune-level government activities.
1.3 Topic 3: Organization and activities of Commune Public Security
  • Position, functions, duties, and powers of Commune Public Security;
  • Organization, activities, and working style of Commune Public Security;
  • Coordination and relationship of Commune Public Security forces;
  • Equipment, policies, policies for Commune Public Security;
  • The work of building the Commune Public Security force.
1.4 Topic 4: Some basic issues about law, legal regulations, and propagating, disseminating, and educating the law at the grassroots
  • Some general issues about the state and law;
  • The legal system of the Socialist Republic of Vietnam;
  • Work of propagating, disseminating, and educating the law among the people;
  • Overview introduction of several legal documents on criminal, criminal procedure, civil, civil procedure, and administrative violation handling.
1.5 Topic 5: Promoting democratic rights and implementing the grassroots democracy regulation at the commune-level town
  • The nature of the socialist democratic state;
  • Contents and measures to promote the democratic rights of the people;
  • Commune Public Security with the implementation of grassroots democracy regulation at the commune-level town;
  • Introduction of several legal documents on implementing grassroots democracy regulations.
2 Regarding the professional work of Commune Public Security
2.1 Topic 6: Basic investigative work to understand the security and order situation in the commune-level town
  • The importance of basic investigative work to understand the situation in the commune;
  • Contents and requirements of basic investigations and understanding the situation;
  • Investigative methods and researching to understand the situation;
  • Information reporting regime of Commune Public Security.
2.2 Topic 7: Rural security issues and Commune Public Security with the task of ensuring security and order in the commune-level town

  • Causes and conditions leading to complicated complaints affecting security and order in rural areas;

2.4 Topic 9: Administrative management of social order at the grassroots - Concept, position, purpose, and characteristics of subjects in administrative management of social order.


- Basic contents of administrative management of social order at the commune-level town include:
 
  • Residence registration and management according to the Law on Residence and guiding documents; issuance and management of citizen identification cards and other travel papers;
  • Management of businesses with conditions on security and order;
  • Management of weapons, explosives, support tools, toxic substances, and flammable substances;
  • Management of traffic safety order, public order;
  • Fire prevention and control; environmental management at the grassroots.
2.5 Topic 10: Classifying and handling law violations occurring in the commune-level town - Classification of law violation cases occurring in the commune-level town.
 
  • Cases with signs of criminal offenses;
  • Cases of administrative law violations;
  • Cases of economic, civil, land, marriage, and family law violations.

2.6 Topic 11: Managing subjects and educating individuals with legal violations in the commune-level town
  • Management and education of subjects in the commune-level town;
  • Education of individuals with legal violations in the commune-level town;
  • Introduction of several legal documents on managing subjects at the grassroots level, such as subjects under education measures at the commune, ward, commune-level town; subjects under non-custodial reform punishment, etc.
3 Training program on the use of weapons and support tools
3.1 Topic 12: Use of weapons and support tools
  • Features of some types of weapons and support tools equipped for Commune Public Security;
  • How to use weapons and support tools;
  • Situations for using weapons and support tools;
  • Introduction of several legal documents on the management and use of weapons, explosives, and support tools.
