On May 12, 2017, the Ministry of Finance issued Circular 43/2017/TT-BTC stipulating specific regulations on the content of the science and technology program serving the construction of new rural areas.
Circular 43 stipulates the content of the science and technology program for new rural development, including:
***- Support in building pilot models, including the model of constructing exemplary rural areas associated with civilized urban areas; the model of transforming new-style cooperatives operating under the Law on Cooperatives of 2012: The state budget supports the funding for the implementation of model projects according to the requirements of each specific project;
- Support in implementing model projects for planning and architecture of new rural areas; model projects for the application of renewable energy technology to build new rural areas; model projects for rural environmental management and treatment; model projects for sustainable agricultural and rural development adapted to climate change: The state budget supports up to 70% of the funding for implementing model projects according to the current state budget decentralization (excluding factories), the remaining funding will be supported by other economic-social development programs, and beneficiaries of the model will contribute.
- Support in implementing models for preserving, processing agricultural products, and organizing agricultural production of goods linked by product value chains; models applying irrigation technology combined with agricultural cultivation measures to reduce methane emissions and greenhouse effects; models for high-tech agricultural production combined with agricultural mechanization: The state budget supports up to 50%; models applying technical advancements suitable to the actual conditions of difficult communes, remote, border, and island areas: The state budget supports up to 70% of the funding for implementing model projects (excluding factories).
The scale of model implementation, economic-technical norms, and the content of support for each type of model is as guided by the Ministry of Agriculture and Rural Development (for models organized by the Ministry of Agriculture and Rural Development); Provincial People's Committees (for models organized by the Provincial People's Committees).
According to the Circular, the unit implementing the model can spend no more than 3% of the estimate (part of the budget support) on management, direction, inspection, and supervision of model implementation.
State budget support funds in accordance with the progress and corresponding to the actual investment rate of the project owner.
