Regarding this issue, LawNet would like to answer as follows:

On October 20, 2023, the Prime Minister issued Decision 1217/QD-TTg on promulgating the Plan to implement the Law on Civil Defense.

Contents of the Plan to Implement the Law on Civil Defense in Vietnam

To implement the Law on Civil Defense promptly, consistently, and effectively, the Prime Minister promulgated the Plan to Implement the Law on Civil Defense with the following contents:

(1) Review legal documents under the law related to civil defense to propose amendments, supplements, replacements, annulments, and promulgation of new documents in accordance with the Law on Civil Defense.

- At the center

+ Host agency: Ministries and ministerial-level agencies organize the review of legal documents they promulgate, jointly promulgate or submit to competent authorities for promulgation, and send review results to the Ministry of National Defense.
to synthesize and report to the Prime Minister.

+ Completion time: January 2024.

- Locally

+ Presiding agency: People's Committees at all levels, special administrative-economic units review and system of documents issued by themselves and jointly promulgated; promulgate documents within its authority; or propose to the Government and the Prime Minister to amend, supplement, and promulgate documents within the authority of the Government and the Prime Minister and send them to the Ministry of National Defense for synthesis.

+ Completion time: January 2024.

(2) Develop a Decree detailing a number of articles of the Law on Civil Defense.

- Responsible agency: Ministry of National Defense.

- Coordinating agency: Ministry of Justice, ministries, ministerial-level agencies, and related agencies.

- Time to submit to the Government: April 2024.

(3) Organize thorough dissemination, propaganda, dissemination, and training of the content of the Law on Civil Defense.

- Compile documents to serve the dissemination of the Law on Civil Defense and documents guiding the implementation of the Law.

+ Implementing agency: Ministry of National Defense.

+ Coordinating agency: Relevant ministries and branches.

+ Implementation time: 2024 and following years.

- Organize a conference to thoroughly grasp and disseminate the Law on Civil Defense and documents detailing a number of articles of the Law to central agencies and People's Committees of provinces and centrally run cities.

+ Responsible agency: Ministry of National Defense.

+ Coordinating agencies: Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally-run cities, and relevant agencies and organizations.

+ Form: Face-to-face and online.

+ Implementation time: Second quarter and third quarter of 2024.

- Organize conferences to thoroughly grasp and disseminate the Law on Civil Defense and documents detailing a number of articles of the Law on Civil Defense in localities.

+ Responsible agency: People's Committee of provinces and centrally run cities.

+ Coordinating agencies: State administrative agencies, public service units, local governments, state-owned enterprises in provinces, and centrally run cities.

+ Form: Face-to-face and online.

+ Implementation time: second quarter and third quarter of 2024.

- Organize propaganda of the Law on Civil Defense and documents detailing a number of articles of the Law on mass media.

+ Implementing agency: Ministry of Information and Communications, Voice of Vietnam, Vietnam Television, Vietnam News Agency, and other central and local mass media.

+ Coordinating agency: Ministry of National Defense, People's Committees of provinces, and centrally run cities.

+ Implementation time: regularly.

Decision 1217/QD-TTg takes effect from the date of signing.
