Contents of the Management of Railway Infrastructure

To be specific, according to the guidelines provided in Circular 16/2018/TT-BGTVT, the management of railway infrastructure includes the following contents:

1. Management of railway infrastructure assets in accordance with the law.

2. Management of financial resources for railway infrastructure management and railway maintenance.

3. Management of the formulation, promulgation, publication, and implementation of standards, technical regulations; norms, unit prices, product prices, and quality of public railway services.

4. Management of the formulation, appraisal, approval, assignment of plans, decision on implementation methods, organization of railway infrastructure management, and railway maintenance.

5. Management of the formulation, appraisal, approval of plans, funding, and organization for implementing flood and storm prevention, natural disaster mitigation, and railway traffic accident response.

6. Management and protection of railway infrastructure.

7. Preparing records to monitor locations prone to railway traffic accidents and locations that reduce train throughput; tracking records of railway accidents, initially identifying the causes of each accident.

8. Updating railway infrastructure management records into the database system for monitoring and management; components and content of records in accordance with Article 6 of Circular 16/2018/TT-BGTVT.

9. Updating railway infrastructure data into the management, monitoring, and supervision system for the maintenance of national railway works as prescribed by the Ministry of Transport.

10. Inspection, examination, supervision; resolution of complaints and denunciations, handling of legal violations in the management of railway infrastructure and railway maintenance as prescribed.

11. Periodic and ad-hoc reporting as prescribed.
