On August 16, 2024, the Minister of Finance issued Decision 1946/QD-BTC on the Implementation Plan of the Emulation Movement of "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025".

Contents of the Emulation Movement of "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" in Vietnam

The content of the Emulation Movement of "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" in Vietnam includes:

(1) Competing to build suitable and effective mechanisms and policies to contribute to the effective implementation of the emulation movement:

- In July 2024, the Ministry of Finance consulted with the Government of Vietnam and the Prime Minister to issue Resolution 109/NQ-CP on July 10, 2024, of the Government of Vietnam on the establishment of the National Fund for Joining Hands to Eradicate Temporary and Dilapidated Houses for poor and near-poor households; Decision 656/QD-TTg on July 16, 2024, of the Prime Minister on the establishment of the National Fund for Joining Hands to Eradicate Temporary and Dilapidated Houses for poor and near-poor households (Legal Department in charge).

- Implementing the tasks assigned in Resolution 109/NQ-CP on July 10, 2024, of the Government of Vietnam, the Ministry of Finance is in the process of establishing the Management Board of the National Fund for Joining Hands to Eradicate Temporary and Dilapidated Houses for poor and near-poor households (State Treasury in charge).

- Competing to build and effectively implement mechanisms and policies, contributing to the successful implementation of the National Target Programs on sustainable poverty reduction for the period 2021-2025, the national target program for socio-economic development in ethnic minority and mountainous regions for the period 2021-2030, phase I from 2021 to 2025; building and completing mechanisms and policies related to supporting the eradication of temporary and dilapidated houses for poor and near-poor households, people affected by natural disasters, climate change, and families of those who have contributed to the nation.

(2) Competing to effectively utilize resources, ensuring fairness, democracy, transparency, conformity, anti-corruption, negativity, and wastefulness.

(3) Competing to implement Action Program No. 14-CTr/DU on March 22, 2024, of the Communist Party Committee of the Ministry of Finance on implementing Resolution 42-NQ/TW on November 24, 2023, the Eighth Conference of the Central Committee of the XIII Communist Party on continuing to innovate, improve the quality of social policies, meeting the requirements of the cause of building and protecting the nation in the new phase.

(4) Competing to mobilize and rally State resources; mobilizing units under the Ministry, officials and public employees, workers in the Finance sector to join hands to successfully achieve the goal of eradicating temporary and dilapidated houses nationwide in 2025 with shared responsibility between the State and society. In this, State resources play a leading role, social resources are crucial with the principle that the State supports, the community helps, and the household organizes the housing construction.

(5) Competing to well conduct propaganda, and mobilization work, creating consensus, attracting a large number of officials and public employees, workers in the Finance sector to participate in supporting and sharing responsibilities with the State in joining hands to eradicate temporary and dilapidated houses nationwide in 2025.
