Contents of the Ceremony Program for special issue of postage stamps in Vietnam (Illustrative image)

as stipulated in Circular 25/2011/TT-BTTTT, the Ceremony Program for special issue of postage stamps includes the contents listed below:

1. Reception of delegates (carried out by the unit assigned to organize the ceremony).

2. Opening ceremony, declaration of reasons, introduction of delegates (carried out by the representative of the leadership of the organizing unit).

3. Speech introducing and announcing the issuance of the stamp set (carried out by the representative of the leadership of the Ministry of Information and Communications).

4. Signing and stamping the special issuance cover (carried out by the representative of the leadership of the Communist Party and the State, the Ministry of Information and Communications, Ministries, Agencies, People's Committees of provinces and centrally-run cities, and related organizations domestically and internationally or by the representative of the leadership of the unit assigned to organize the ceremony).

5. Thank you speech by the coordinating unit (carried out by representatives of the leadership of Ministries, Agencies, People's Committees of provinces and centrally-run cities, and domestic and international organizations).

6. Closing ceremony (carried out by the unit assigned to organize the ceremony).

The contents listed in sections 1, 2, 3, and 4 above are mandatory for all special issuance ceremonies.

The contents of the Ceremony Program for special issue of postage stamps are among the details to be approved. Specifically, the unit assigned to organize the special issuance ceremony is responsible for submitting the following contents for approval to the Ministry of Information and Communications no later than 15 days before the date of the special issuance ceremony:

- Sample invitation letter to the leadership of the Communist Party, the State, and the proposed guest list.

- Program and script of the ceremony.- Maket of the ceremony background.

- Special stamp sample

- Sample first day cover.

- Design sample of the special issuance cover.

More details can be found in Circular 25/2011/TT-BTTTT, which comes into force in Vietnam from January 1, 2012.
