Contents of the Appraisal Session for the General Textbooks in Vietnam

Below is the main content stipulated in Circular 42/2011/TT-BGDĐT on the regulation of general textbooks, the organization of compilation, and the approval of general textbooks for intermediate vocational training issued by the Ministry of Education and Training of Vietnam on September 23, 2011.

Article 16 of Circular 42/2011/TT-BGDDT stipulates the appraisal process for general textbooks at the intermediate professional level in Vietnam as follows:

- The unit organizing the textbook compilation sends the draft detailed outline or draft textbook to the appraisal council members at least 10 days before the council meeting for members to review before the meeting.

- The unit organizing the textbook compilation holds the appraisal council meeting to appraise the draft detailed outline or draft textbook based on the criteria for the requirements of general textbooks stipulated in Article 3 of Circular 42/2011/TT-BGDDT.

The appraisal meeting includes the following main contents:

  • The representative of the compilation team presents the draft detailed outline or summarizes the content of the draft textbook;
  • The reviewers read their comments on the draft detailed outline or draft textbook;
  • The appraisal council members provide comments, evaluations, recommendations, ask questions, exchange opinions, and give direct feedback to the compilation team members;
  • The appraisal council conducts a closed discussion to unify the opinions, evaluations, and recommendations on the draft detailed outline or draft textbook.
  • The appraisal council members vote on the appraisal of the draft detailed outline or draft textbook according to the levels specified in Clause 4, Article 15 of Circular 42/2011/TT-BGDDT.
  • The appraisal council announces the voting results and approves the minutes of the appraisal meeting prepared by the secretary member, with the Chairman and the secretary member of the appraisal council signing the approved minutes.
  • The Chairman of the appraisal council cooperates with the unit organizing the textbook compilation to gather documents related to the appraisal (draft detailed outline or draft textbook, individual appraisal evaluation forms of each council member, the minutes of the appraisal meeting, and other related documents) to supplement the dossier for submission to the Minister for consideration and approval.

- In the event that the appraisal council in Vietnam does not approve the draft detailed outline or draft general textbook, after each revision by the compilation team, the unit organizing the textbook compilation may hold the next meeting of the appraisal council according to the principles, methods, and processes stipulated in Article 15 of Circular 42/2011/TT-BGDDT and Clauses 1, 2 of Article 16 of Circular 42/2011/TT-BGDDT but not exceeding 2 meetings from the first meeting. If the appraisal council still does not approve the draft detailed outline or draft textbook, the unit organizing the textbook compilation will provide a written explanation for the Minister's consideration and decision.
