(1) Fairness
Fairness is a quality that requires a procurator to meet the following requirements:
- Must always be fair, lucid, transparent, strict, and humane in handling work.
- In the process of settling cases, cases must always meet political, legal, and professional requirements.
- Must always be properly aware of issues, not for personal motives, self-interest, or self-interest that violates the law or is contrary to justice.
- Not affected or governed by any illegal interference; not afraid of authority, can not be bought.
(5) Integrity
Integrity is a quality that requires a procurator, in the course of performing his/her duties and responsibilities, to meet the following requirements:
- Must always be honest, straightforward, sincere, righteous, always attach great importance to work, have a clear opinion in dealing with work.
- Have a strong sense of responsibility, high sense of responsibility; Dare to fight the wrong, defend the right.
- Dare to think, dare to do, and dare to take responsibility for their decisions; boldly and decisively propose creative, flexible, and effective forms and measures for solving work.
(3) Objectivity
Objectivity is the working method of the procurator; Accordingly, the procurator must meet the following requirements:
- Must be objective, always respecting objective truth; handle work in accordance with industry laws and regulations; not for personal or group interests; and not bias or impose subjective personal prejudices on any party in the resolution of the case or cases.
- Not to interfere illegally in the performance of official duties by individuals, agencies, and units inside and outside the Procuracy.
(8) Prudence
Prudence requires that the procurator, in the process of performing his/her duties and responsibilities, meet the following requirements:
- When solving problems, it is necessary to consider, delve into, analyze, and clarify the nature of the matter to avoid errors when making decisions.
- Fully determining the political requirements, legal basis, and practical basis for resolving the case in accordance with the law, while ensuring strictness and timeliness; while also serving the political tasks of the central and local governments.
- Resolutely fighting against the "disease" through speakers, roughly, consider things in a superficial, irresponsible way.
- Being cautious but do not hesitate or procrastinate; resolute but not subjective, hasty leads to the resolution of the case, the lack of accuracy.
(8) Humility
Humility is the behavior and attitude of a procurator, which requires a procurator to meet the following requirements:
- Always have the right consciousness and attitude in self-recognition, self-assessment, market-seeking, being exemplary, simple, sociable, and consciously preserving the image of the People's Procuracy.
- No bureaucracy, authority, or bossiness; not complacent, conceited, egotistical, or looking down on others; always respecting and serving the people.
- Rules are the basis for competent agencies, units, and people to carry out supervision and assessment of quality, ethics, bravery, responsibility, dedication, and professionalism in performing their official duties of the procurator when considering the appointment of judicial titles, leading and managerial positions, and discipline staff.
- Rules are the basis for procurators to cultivate themselves, train themselves, create order, style, and behavior in handling work, contributing to building a civilized, modern, and professional civil service environment.
