On April 20, 2018, the Ministry of Information and Communications issued Circular 03/2018/TT-BTTTT detailing the normative contents in the production of television programs.
Accordingly, Circular 03 stipulates that these economic-technical norms include the content and direct consumption levels to complete a certain volume of work (described in the work component) in television program production. To be specific:
- Material consumption: refers to the types of materials (paper, ink, etc.) necessary for direct use in television program production. The consumption level in the norms is determined by the quantity of each specific type of material.- Labor consumption: refers to the necessary labor of various average actual labor grades participating in television program production. The consumption level in the norms is calculated by workdays, with each workday equivalent to 8 working hours.- Machinery and equipment consumption: refers to the types of machinery and equipment used in television program production. The machinery and equipment for program production shown in the norms are common and advanced types currently used by broadcasting agencies. The consumption level in the norms is calculated by machine usage hours.- Other consumption (energy, studio decoration materials, memory cards, and other direct costs) are calculated and allocated for television program production when setting prices and estimating costs.
Note that the economic-technical norms for television program production do not include expenses for transmission, broadcasting, and uploading programs to the Internet.
