On October 31, 2024, the Minister of Education and Training of Vietnam issued Circular 14/2024/TT-BGDDT providing guidance on the process of constructing, appraising, and promulgating economic-technical norms and pricing methods for educational and training services.
According to Article 8 of Circular 14/2024/TT-BGDDT, the procedure for constructing, appraising, and promulgating economic-technical norms is stipulated as follows:
- Construction of economic-technical norms:
+ Based on the list of public service services using the state budget in the education and training sector, organizations and individuals are assigned to construct economic-technical norms for each public service;
+ If necessary, the competent authority issuing economic-technical norms will establish a drafting team to implement;
+ Solicit opinions from related agencies, units, organizations, and individuals;
+ Finalize the dossier to submit to the competent authority for promulgation of economic-technical norms. The dossier includes basic contents such as a proposal document, a draft of economic-technical norms, a practical performance report, an explanatory report on the methodology employed for building the economic-technical norms, and other related documents.
- Appraisal and submission for promulgation of economic-technical norms.
The competent authority issues economic-technical norms, as prescribed in clauses 2, 3 of Article 11 Circular 14/2024/TT-BGDDT, assigning a specialized unit to take the lead in appraisal or establish an Appraisal Council (if necessary) for evaluation.
The unit constructing economic-technical norms completes the dossier based on appraisal feedback and submits it to the specialized unit for appraisal, which presents it to the competent authority for consideration and promulgation.
The contents of the economic-technical norms are stipulated in Article 7 of Circular 14/2024/TT-BGDDT as follows:
Implement one or simultaneously multiple methods as stipulated in Article 6 Circular 14/2024/TT-BGDDT to construct the following component norms:
(1) Labor Norm (Hours)
Labor norm = Direct labor norm (teaching theory; practice guidance; thesis, dissertation, thesis guidance...) + Indirect labor norm (management; service...).
The direct labor norm is the time for teaching theory; practice guidance; thesis, dissertation, thesis guidance...
Indirect labor norm is calculated as a percentage of direct labor.
(2) Equipment Norm
- Identify equipment types;
- Determine basic technical parameters of the equipment;
- Determine usage time for each type of equipment;
- Aggregate equipment norm.
Equipment for support and service of indirect labor at educational establishments are not calculated in the equipment norm.
(3) Material Norm
- Identify material types;
- Determine quantity/volume for each material type: Based on equipment types, machine running time with load (materials consumption);
- Determine material recovery rate (%): Based on the characteristics and nature of the material to calculate the recovery rate (%);
- Determine basic technical requirements of materials: Describes the technical parameters of each type suitable for training.
(4) Facility Norm
- Usage norm of theoretical study area for 01 learner:

+ ( Đlt ): Usage norm of theoretical study area for 01 learner during training (unit m² x hours/learner);
+ ( Slt ): Average usage area of 01 learner at the theoretical study area during training (unit m²/learner);
+ ( Tlt ): Total usage time at the theoretical study area for 01 learner during training (unit hours).
- Usage norm for each practice, internship, lab area for 01 learner during training:
( Đth = Sth \times Tth )
Where:
+ ( Đth ): Usage norm for each practice, internship, lab area for 01 learner during training (m² x hours/learner);
+ ( Sth ): Average usage area of each practice, internship, lab area for 01 learner during training (m²/learner);
+ ( Tth ): Total usage time for each practice, internship, lab area for 01 learner during training (hours).
- Norms for functional areas, other technical infrastructures in the school are calculated as a percentage (%) against the total norms of theoretical study area and practice, internship, lab areas.
