Regarding this issue, LawNet would like to answer as follows:

On July 24, 2023, Vietnam Social Security issued Official Dispatch 2245/BHXH-TT on promoting communication of policy on student health insurance for the school year 2023-2024.

Contents of communication on health insurance policies for students in the school year 2023 - 2024 in Vietnam

Specifically, Vietnam Social Security requires social insurance of provinces to focus on promoting communication of health insurance policies for students in the school year 2023-2024 on the following contents:

- Benefits, payment rates, and methods of participating in health insurance (HI) for students; students participating in health insurance are supported by the state budget to pay at least 30% and additional support from the local budget (if any); contents of documents guiding the organization and implementation of health insurance for students in the school year 2023-2024 of the Vietnam Social Security Administration.

- Meaning, humanity, and community sharing of health insurance policies in general and health insurance policies for students in particular; participation in health insurance is the right and responsibility of each student.

- Results of the organization and implementation of the student health insurance policy (the payment of medical examination and treatment costs for students in 2022 and the first 8 months of 2023) in which specific information about the group of students who are paid high medical care costs, for example, in some cases where students are paid high medical expenses by the health insurance fund...); Students are provided with primary health care at the school with funding from the health insurance fund.

- The meaning and utility of the application VssID - Social insurance number, such as: Students can use the image of the health insurance card on the application for medical examination; Students use the application to capture information and monitor the process of participating, benefiting health insurance policies; guardians (students' parents) can install apps for students under the age of 14 who have not yet been granted citizenship;…

- Spreading the example of "good people, good deeds", good experiences and practices in the organization and implementation of student health insurance policies; mobilizing organizations and individuals to give health insurance cards to students in difficult circumstances.

- Advocating for each student to be a propagandist on health insurance; praising collectives and individuals with many achievements in the organization and implementation of student health insurance policies.

Forms of communication of health insurance policies for students in the school year 2023-2024 in Vietnam

The promotion of student health insurance policy communication for the school year 2023-2024 is carried out through the following forms:

- Communicating on communication channels of Vietnam social insurance industry: Portal, Facebook Fanpage, Zalo OA of Vietnam Social Security / Social Insurance of provinces; Social insurance magazine; VssID application - Digital Social Insurance; Customer Care Call Center. At the same time, applying communication through social networking sites of civil servants and public employees in the whole Industry.

- Communication on: Internet environment, social network; Central and local news agencies and press; Portal of Provincial People's Committee/relevant departments, branches/socio-political organizations.

- Communication through: Media conference; counseling and dialogue programs; small group communication; combining flexibly using communication products (flyers, brochures, infographics, motion graphics, clips, ...).

- Communication on the base loudspeaker system, mobile communication.
