On June 01, 2020, the Ministry of Public Security submitted the Draft Law on ensuring road traffic order and safety to the National Assembly of Vietnam for consideration.
According to Article 64 of the Draft Law on ensuring road traffic order and safety of Vietnam, contents and principles of road traffic organization are specified as follows:
1. Traffic organization includes the following contents:
- Divide lanes, channels, routes and regulate travel time for people and vehicles participating in road traffic;
- Regulate prohibited road sections, one-way roads, places where stopping, parking and turning is prohibited; install road signs;
- Notify when there is a change in traffic flow, routing, temporary or permanent travel time; implement rescue measures when incidents occur and other measures on road travel to ensure smooth and safe traffic.
2. Principles of road traffic organization
- The organization of traffic in urban areas must be in the order of priority: pedestrians, people with disabilities, rudimentary vehicles, public transport vehicles, and private means of transport. Must announce rush hour on traffic activities for road users. It is not allowed to arrange the roadbed to serve as a place to park traffic during peak hours.
- The organization of traffic on the road system must be verified for traffic safety from the time of project formulation, design, construction, before and during operation. The investor and the road management agency are responsible for receiving the traffic safety inspection results to approve the addition to the project, adjust the design and construction or adjust, overcome during exploitation.
- Road network planning must meet the requirements of traffic safety, security and order.
Concurrently, the Government shall specify the tasks and coordination mechanism among functional agencies in verifying traffic security, order and safety for the organization of traffic on the road system.
