The Ministry of Finance issued Circular 148/2015/TT-BTC stipulating the content and expenditure levels for the implementation of the Scheme to identify the remains of martyrs whose information is still missing.
Content and expenditure levels specific to identifying unaccounted martyrs' remains are as follows:
1. Support expenditure for the activity of collecting unaccounted martyrs' remains samples, including:
- Hiring labor, canvas, tents, and other rentals (if any): Expenditure according to actual rental rates at the locality;- Purchase of materials, gloves, alcohol, wine, and other expenses (if any): Expenditure according to actual purchase prices at the locality;- Hiring individuals to directly take samples of martyrs' remains in cases where the genetic testing facility does not send personnel: Expenditure based on an agreement between the Department of Labor, Invalids, and Social Affairs and the hired individual based on the estimate approved by the competent authority;- Travel allowance for members of the team collecting martyrs' remains samples:- Support for relatives of unaccounted martyrs invited to accompany the team collecting remains samples (if any), maximum of 02 relatives/ unaccounted martyr:- One-time support of 500,000 VND/person;- In cases where the relatives self-arrange transportation, they are provided one-time travel expense support as follows: distance from the relatives' residence to the sample collection site below 500 km is 500,000 VND/person; from 500 km upwards is 1,000,000 VND/person;
2. Support expenditure for agencies and organizations collecting biological samples from relatives of unaccounted martyrs.
3. Expenditure for transferring unaccounted martyrs' remains samples and biological samples from relatives for genetic analysis: Expenditure according to actual incurred costs. In cases where the relatives wish to personally carry the samples, a one-time travel expense (support for 1 person) will be provided according to the stipulated rates.
4. Expenditure for preserving unaccounted martyrs' remains samples and relatives' biological samples in raw form while waiting for genetic testing at genetic testing units: Maximum expenditure of 300 VND/sample/day.
5. Genetic testing expenditure for unaccounted martyrs' remains and relatives of unaccounted martyrs
- Business trip allowances- Remuneration for individuals verifying information in addition to business trip allowances as regulated: 100,000 VND/person/day.
7. Remuneration for informants: 2,000,000 VND for each accurately verified piece of information regarding unaccounted martyrs' remains, regardless of the number of remains.
8. Expenditure for organizations and individuals in identifying unaccounted martyrs' remains through empirical methods: Based on the stipulated content and expenditure levels, the Department for Persons with Meritorious Services - Ministry of Labor, Invalids, and Social Affairs will develop detailed estimates and sign contracts with organizations and individuals verifying the identity of unaccounted martyrs' remains. Contract settlement will be based on results recognized by the competent authority.
9. Expenditure for completing graves (including headstones) after determining information about unaccounted martyrs' remains in cemeteries: Maximum support of 1,750,000 VND/grave (including temporary grave covers after taking samples for genetic analysis).
10. Expenditure for organizing the ceremony to announce the results of the identification of unaccounted martyrs' remains organized by the Ministry of Labor, Invalids, and Social Affairs:
- Expenditure for organizing the announcement ceremony.- Travel expense support for relatives of martyrs to receive the genetic analysis results (maximum 02 people):- For public transportation: Expenditure according to ticket prices of public passenger transport;- For self-arranged or hired transportation to receive results, travel expense support from the relatives' residence to the announcement ceremony venue as per stipulated rates;- Food allowance (including the day of departure and return) for relatives receiving genetic analysis results (maximum 02 people): Maximum expenditure of 150,000 VND/person/day;- In cases where the relatives receive two or more genetic analysis results at the same announcement ceremony, the support is calculated as receiving one genetic analysis result according to stipulated rates.
Circular 148/2015/TT-BTC effective from November 1, 2015.
