The content mentioned in Official Dispatch 3972/BGDDT-TTr of 2023 guiding the inspection and examination of the school year for preschool education, general education and continuing education issued by the Ministry of Education and Training of Vietnam.
Continuing to implement Directive 1048/CT-BGDDT dated April 28, 2020 of the Minister of Education and Training on strengthening education inspection to meet the requirements of general education reform and higher education autonomy and Official Dispatch 623/BGDDT-TTr dated February 28, 2022 of the Ministry of Education and Training on enhancing the effectiveness of state management in the field of education. The inspection and examination work closely follows the key tasks of the school year, directed by the Prime Minister, the Minister of Education and Training, the Chairman of the People's Committee of the province/city directly under the central government, and other relevant guiding documents and legal regulations; ensure initiative, flexibility, and suitability to the actual situation of the locality and educational institution, focusing on the following contents:
- Inspecting and examining the responsibilities for state management of education by the People's Committees of districts, towns and provincial cities (collectively referred to as district level).
- The management responsibility of the head of the educational institution falls under the management responsibility of the Department of Education and Training.
- Recruitment, use, training, retraining, and implementation of policies for teachers, education administrators, and employees in accordance with regulations in public educational institutions under their management .
- The implementation of programs, projects, and bidding packages is under the management responsibility of the Department of Education and Training.
- The implementation of the 2018 General Education Program; which focuses on ensuring and using minimum teaching equipment according to the 2018 General Education Program; the selection and use of textbooks and reference materials.
- The organization of enrollment at the top level; changing schools and classes; reviewing and organizing the high school graduation exam according to the regulations and guidance of the Ministry of Education and Training.
- Extra teaching and extra learning; implementing foreign educational programs, jointly organizing exams for granting foreign language ability certificates; teaching foreign languages, informatics; life skills education activities, extracurricular educational activities; joint training activities, coordinated cultural teaching combined with vocational training in continuing education institutions; the management, collection, and use of non-budget revenues; implementing regulations on publicity; implementing grassroots democracy regulations in educational institutions in the locality.
- Receiving citizens, settling complaints, settling denunciations, making recommendations, reflecting, preventing, and fighting against corruption and negativity according to regulations.
According to assigned functions and tasks, self-determining inspection content with focus and focus to effectively serve the management of the unit, at the request of the Ministry of Education and Training for educational institutions under their management that organize teaching activities in preschool education, general education, and continuing education.
- Checking the responsibility of the head of the educational institution under the management responsibility of the Department of Education and Training.
- The implementation of programs, projects, and bidding packages is under the management responsibility of the Department of Education and Training.
- The implementation of the 2018 General Education Program; the guarantee and use of minimum teaching equipment according to the 2018 General Education Program 2018; selection and use of textbooks and reference books in general education institutions.
- The organization of enrollment at the top level; changing schools and classes; reviewing and organizing the consideration and recognition of lower secondary school graduation according to regulations and guidance of the Ministry of Education and Training.
- Extra teaching and extra learning; managing, collecting, and using off-budget revenues; implementing regulations on publicity; implementing grassroots democracy regulations in educational institutions in the locality.
- Receiving citizens, settling complaints, settling denunciations, making recommendations, reflecting, preventing, and fighting against misconduct according to regulations.
- The performance of assigned tasks by leaders of units/divisions of educational institutions.
- The performance of teachers' assigned tasks, organizational and teaching habits.
- Activities of the child/student care and upbringing department; school psychology counseling and life skills education activities, extracurricular activities.
- Activities of specialized groups/blocks/groups.
- The use and preservation of teaching equipment and libraries in educational institutions.
- Financial affairs, assets, and non-budget revenues.
- Accounting, clerical, administrative, and medical school work.
- The public implementation and implementation of grassroots democratic regulations.
- Receiving citizens, settling complaints, settling denunciations, handling petitions, reflecting, preventing, and combating corruption and negativity according to regulations.
- The order and procedures for conducting an inspection, forms, minutes, reports, and inspection conclusions shall comply with the provisions of the Law on Inspection 2022 and Circular 06/2021/TT-TTCP dated October 1, 2021, of the Government Inspector General promulgating regulations on the organization and operation of the inspection team and the order and procedures for conducting an inspection (Circular 06/2021/TT-TTCP).
- The order and procedures for conducting an inspection and the forms and inspection records shall comply with the regulations on the inspection work of the unit (if any), including the following basic steps:
+ Issue the inspection decision (Form No. 01);
+ Develop a plan to conduct the test (Form No. 02);
Carry out the inspection according to the approved plan. At the end of the direct inspection, the head of the inspection team makes an inspection record (Form 03);
+ Prepare report on test results (Form No. 04);
+ Prepare a notice of test results (if any) (Form No. 05).
- Inspection dossiers comply with the provisions of the Law on Inspection in 2022 and Circular 06/2021/TT-TTCP.
- The inspection dossier shall comply with the inspection regulations of the unit (if any), including:
+ Decision to check;
+ Plan to conduct the test;
+ Reports of inspection subjects, explanatory reports (if any);
+ Inspection record;
+ Documents evidencing the acceptance of the inspected and related subjects;
+ Reporting test results;
+ Notification of test results (if any);
+ Journal of the inspection team (if any).
