Regarding this matter, LawNet would like to answer as follows:

Content of training and refresher courses for the forces participating in the protection of security and order at the grassroots level in Vietnam as of July 1, 2024

From July 1, 2024, the forces participating in the protection of security and order at the grassroots level in Vietnam will be trained and fostered in political, legal, and professional aspects, including:

(1) Political and legal training and refresher course, including:

- Directives and requirements for building the forces participating in the protection of security and order at the grassroots level;

- Overview of laws related to the organization, activities, and implementation of the tasks of protecting security and order at the grassroots level, and ensuring the conditions for the operation of the forces participating in the protection of security and order at the grassroots level.

(2) Training and refresher courses of suitable professional skills for the support tasks of the forces participating in the protection of security and order at the grassroots level, including:

- Understanding the situation of security and order;

- Building a nationwide movement to protect the homeland's security;

- Fire prevention, firefighting, rescue, and emergency response;

- Administrative management of social order;

- Mobilizing and educating individuals who have committed violations residing at the grassroots level;

- Patrolling to ensure security, order, and traffic safety; performing the tasks of protecting security and order when mobilized.

Conditions for participating in the forces participating in the protection of security and order at the grassroots level in Vietnam as of July 1, 2024

The forces participating in the protection of security and order at the grassroots level are forces established by local authorities based on the voluntary basis of the people to support the Commune-level Public Security in protecting security and order and building a nationwide movement to protect the homeland's security.

These are one of the mass forces deployed in hamlets and residential areas, serving as the backbone to support community-level public security in protecting security and order and building a nationwide movement to protect the homeland's security.

Vietnamese citizens who have the desire and meet the following criteria will be considered and selected to join the forces participating in the protection of security and order at the grassroots level in Vietnam:

- From 18 to 70 of age; in the case of being over 70 but still in good health, the Chairman of the Commune-level People's Committee will consider and decide based on the proposal of the Commune-level Public Security;

- Having a clear personal background; good moral qualities; themselves and their families adhering to the guidelines of the Communist Party of Vietnam, policies, and laws of the State; not being wanted for criminal responsibility, not serving a criminal sentence in the commune, ward, or town, and not being subject to judicial measures or administrative measures.

In the case of having completed the sentence imposed by the Court, the criminal record must be cleared; in the case of having completed the administrative decision, it must be considered as not being subject to administrative measures according to the provisions of the law;

- Having a high school diploma or having completed the basic education program. For border areas, islands, mountainous areas, areas with extremely disadvantaged economic and social conditions, and areas with ethnic minorities, individuals who have completed the primary education program may be selected;

- Having been residing or temporarily residing for at least 1 year and regularly living at the location where the citizen submits the application to participate in the forces participating in the protection of security and order at the grassroots level. In the case specified in Clause 3, Article 15 of the Law on the forces participating in the protection of security and order at the grassroots level in 2023, they must be currently residing or temporarily residing at the location of submitting the application to join the forces participating in the protection of security and order at the grassroots level;

- Having sufficient health according to the health certificate issued by the established medical facility, operating in accordance with the provisions of the law.
