Content of the emulation movement to build a learning society and promote lifelong learning in Vietnam

On November 9, 2023, the Prime Minister issued Decision 1315/QD-TTg on the Plan to implement the Movement "The whole country emulates building a learning society, promoting lifelong learning in the period 2023–2030.".

The purpose and requirements of the emulation movement of building a learning society and promote lifelong learning

**Purpose

- Promoting the strength of the entire political system in propaganda and raising awareness of all classes of people about the role, meaning and necessity of study promotion, talent promotion, lifelong learning, and building a learning society; From there, people from all walks of life, agencies, units, and businesses proactively and actively participate with specific actions and jobs contributing to the successful implementation of the Party and State's guidelines and policies on fundamental and comprehensive innovation in education and training, lifelong learning, and building a learning society.

- Enhance the roles and responsibilities of all levels, branches, agencies, units, and organizations, especially the role of heads of party committees and local governments, in directing and implementing the Emulation Movement, implementing tasks and solutions to promote building a learning society and lifelong learning.

- Practical and effective content and form of emulation to ensure social justice in learning opportunities and social equality in learning conditions, ensuring all citizens have access to the open education system.

**Request

- Emulation of lifelong learning is a focus of emulation movements of ministries, departments, branches, the Central Committee of the Vietnam Fatherland Front, socio-political organizations, professional societies, and the whole society. The emulation movement must be widely deployed to villages and residential groups, creating a movement for people to study, for families to study, for industries to study, and for the whole country to study. The evaluation of the results of the Emulation Movement must be linked to the results of implementing political tasks at all levels, branches, localities, and units.and integrate emulation titles on building a learning society with the emulation movement "All people unite to build a cultural life".

- Deeply deploy the Emulation Movement from central to grassroots levels with rich content and forms to ensure savings, quality, efficiency, substance, and meet practical requirements; Connect with other campaigns and emulation movements; avoid duplication and overlap in the implementation process; promote initiatives and creativity of all levels, sectors, and people; and mobilize and concentrate resources of the state, localities, and entire society.

- Regularly inspect and supervise the implementation of the Emulation Movement; Periodically summarize and summarize the Emulation Movement to promptly praise and reward advanced examples; promote and share good initiatives and experiences; replicate innovative models and methods in building a learning society; and promptly recognize, praise, and reward outstanding collectives and individuals in the Emulation Movement.

According to Conclusion 49-KL/TW of 2019 of the Secretariat on strengthening the Party's leadership in the work of promoting learning and talent and building a learning society, the results of building a learning society are the responsibility of party committees, governments, and people's organizations at all levels; First of all, the leader. To continue improving the quality and effectiveness of the task of building a learning society and lifelong learning, ministries, departments, branches, the Central Committee of the Vietnam Fatherland Front, socio-political organizations , social and professional organizations, provinces and centrally run cities, organizations, businesses, households and each citizen need to focus on the following contents:

1. Propagate, disseminate, and raise awareness and effectiveness of study promotion, talent promotion, lifelong learning, building a learning society and learning model in the context of the digital economy and digital society; emulating lifelong learning; and promoting initiatives and solutions to encourage and develop a learning culture in the community.

2. Develop mechanisms and policies to support and promote the activities of formal and non-formal educational institutions, cultural institutions, and community learning centers; create opportunities and favorable conditions for lifelong learning.

3. Comprehensively and synchronously deploy solutions and concentrate resources; mobilize the participation and coordination of organizations and individuals in promoting lifelong learning and building a learning society, fulfilling the goals of the Project "Building a learning society for the period 2021 - 2030".

4. Emulation to improve capacity in using modern learning technologies and digital transformation in lifelong learning activities; improve people's digital capacity and ability to use foreign languages and carry out learning anytime, anywhere, using all methods to serve their work.

5. Emulate and promote the lifelong learning movement in families, clans, communities, and units, and build a model of citizen learning; build a learning culture.

6. Emulate timely access to international trends and experiences in the fields of adult education, lifelong learning, and online learning in the open education system, distance learning, and actively participating in the global learning city.
