Regarding this issue, LawNet responds as follows:
On April 18, 2024, the Minister of Labor, War Invalids and Social Affairs of Vietnam issued Circular 03/2024/TT-BLDTBXH guiding certain implementations on diversifying livelihoods, developing poverty reduction models, and supporting Vietnamese guest workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.
The supports for Vietnamese guest workers effective from June 5, 2024 include:
(1) For workers from poor households, ethnic minority workers in poor districts, particularly difficult communes in coastal areas, and islands who wish to work abroad under contract, the support content is implemented according to Clause 1, Article 69 of Circular 55/2023/TT-BTC.
(2) For workers from near-poor households, newly out-of-poverty households in poor districts, particularly difficult communes in coastal areas, and islands who wish to work abroad under contract, the support content is implemented according to Clause 2, Article 69 of Circular 55/2023/TT-BTC.
(3) For other workers living in poor districts, particularly difficult communes in coastal areas, and islands who wish to work abroad under contract, the support content is implemented according to Clause 3, Article 69 of Circular 55/2023/TT-BTC.
(4) For workers going abroad to work under agreements signed between the Government of Vietnam and the Government of the recipient country, the support content is implemented according to Clause 4, Article 69 of Circular 55/2023/TT-BTC.
(5) For workers and their relatives living in poor districts, particularly difficult communes in coastal areas, and islands, they are eilgible to be introduced and advised to work abroad under contract.
(6) For those who directly introduce and advise workers and their relatives living in poor districts, particularly difficult communes in coastal areas, and islands to work abroad under contract, the support content is implemented according to Clause 5, Article 69 of Circular 55/2023/TT-BTC.

The support for Vietnamese guest workers will be carried out through the following methods:
- For activities supporting the training and supplementing professional skills and foreign languages for workers entitled to support, they are implemented through the mechanisms of tendering, placing orders, or assigning tasks.
- For workers entitled to support who have completed professional skills and foreign language training courses, orientation education, and are awaiting departure, the local Department of Labor, War Invalids and Social Affairs will directly support the workers based on invoices or receipts for training, professional skill enhancement, foreign language, medical exams, passports, visas, judicial records, and other related documents proving that the workers are entitled to support.
The enterprises and units carrying out these activities are responsible for providing workers with invoices or receipts as prescribed and assisting workers in paying these costs.
- For activities introducing and advising workers and their relatives living in poor districts, particularly difficult communes in coastal areas, and islands to work abroad under contract, the Department of Labor, War Invalids and Social Affairs will implement according to Circular 55/2023/TT-BTC.
- For activities supporting the improvement of foreign language proficiency for workers going abroad to work under agreements signed between the Government of Vietnam and the Government of the recipient country, the Ministry of Labor, War Invalids and Social Affairs will implement through the mechanisms of tendering, placing orders, or assigning tasks.
