Content of Support for Beneficiaries Provided with Social Work Services

On February 14, 2020, the Minister of Labor, War Invalids, and Social Affairs issued Circular No. 02/2020/TT-BLDTBXH guiding the management of individuals receiving social work services provided by social assistance establishments.

Circular 02/2020/TT-BLDTBXH stipulates that the manager of the subject presents to the head of the social assistance facility or the Chairman of the Commune People's Committee for approval of the care and assistance plan for the subject. The manager must cooperate with local agencies, mass organizations, and social assistance facilities to support the subject in implementing the care and assistance plan. The support contents include:

a) Counsel and introduce the subject to approach relevant agencies, functional units, or service providers of healthcare, employment, education, social services, and other facilities;

b) Refer and connect with relevant agencies, functional units, service providers of healthcare, employment, education, social services, or other facilities to meet the needs of the subject;

c) Support the subject to access and benefit from social assistance policies and programs;

d) Mobilize and disclose resources for implementing the care and assistance plan for the subject.

Subsequently, the subject manager is responsible for:

- Reporting the results of the implementation of the care and assistance plan for the subject on a monthly, quarterly, half-yearly, and annual basis;

- Reviewing and proposing to the head of the social assistance facility or the Chairman of the Commune People's Committee to adjust and supplement the plan to suit the needs of the subject (if necessary);

- Recording progress and monitoring, assessing the implementation process of the care and assistance plan for the subject according to Form No. 05 issued together with Circular 02.
