Content of Policies and Statistical Reporting of the Internal Affairs Sector

On March 06, 2018, the Ministry of Home Affairs issued Circular 03/2018/TT-BNV stipulating statistical reporting policies for the Home Affairs sector.

Content policies of statistical reports in the Ministry of Home Affairs sector must ensure implementation in accordance with the following:

1. Scope

- Collect statistical information within the national statistical indicator system assigned to the Ministry of Home Affairs and the Ministry of Home Affairs' sectoral statistical indicator system. The aggregated report data is within the format system under the state management scope of the Ministry of Home Affairs.

2. Reporting Unit

- The reporting unit is specifically indicated at the top right corner of each statistical form. The agency or unit responsible for the report shall specify the agency or unit name at this position. Reporting subjects are stipulated in Column 4, Appendix 1, the List of statistical form policies for the Ministry of Home Affairs, attached to Circular 03.

3. Report Recipient Unit

- The report recipient unit belongs to the Ministry of Home Affairs and is specifically indicated at the top right of each form, below the reporting unit line.

4. Form Identification Code

- The form identification code consists of two parts: numeric and alphabetic; the numeric part includes 2 digits reflecting the indicator group and the next 2 digits reflecting the report order; the alphabetic part is written in uppercase abbreviation, specifically: the first letter group reflects the reporting period (year - N; Period - K) and uses the letters BNV to indicate the Ministry of Home Affairs' statistical report; the second letter group reflects the indicator group of the Ministry of Home Affairs sector statistical report.

5. Reporting Period

According to the Circular, the statistical reporting period is a definite duration in which the reporting subjects must demonstrate their operational results with numerical data according to the statistical criteria within the statistical report form. The reporting period is specified below the title of each statistical form, calculated according to the solar calendar, including:

- Annual statistical report.- Periodical statistical report.- Other statistical reports.- Ad hoc statistical reports.

6. Reporting Deadline

- The report receipt date is specified at the top left corner of each statistical form.

7. Reporting Method

- Implemented in two forms: paper documents and through the electronic reporting system. Paper reports must bear the signature and seal of the unit head for ease of inspection, comparison, and data processing. Electronic reports are presented in two formats: PDF files of the paper documents or electronic files authenticated by the digital signature of the head of the reporting agency or unit.
