On May 15, 2024, the Minister of Education and Training issued Circular 08/2024/TT-BGDDT providing guidance on integrating the content of national defense and security education into primary schools, lower secondary schools, and multi-level general schools in Vietnam.
(1) Content
Educate and propagate the Party's guidelines and policies, the State's policies and laws on national defense and security.
(2) Specific Content
* Primary Education
- Implement integration in subjects and educational activities for each grade, according to the textbooks chosen by the school, suitable for the cognitive abilities of students in each locality, focusing on subjects: Vietnamese language; Natural and Social Sciences; Ethics; History and Geography; Arts (Music, Fine Arts); Experiential activities.
- Common integrated themes from grade 1 to grade 5: education about love for the homeland, love for peace, love for the socialist Vietnam; pride in and respect for the nation, gratitude towards the heroes and martyrs in the construction and defense of the country; safeguarding national security, maintaining social order and safety; introducing Vietnam's sovereignty over its seas and islands; fostering the spirit of unity, mutual support, cooperation, and discipline in learning.
- Grade-specific integrated themes
+ Grade 1: education for students about love for the homeland, love for peace, love for the socialist Vietnam; introducing some images of the Vietnam People's Army and the People's Public Security; some historical landmarks of the locality.
+ Grade 2: education for students about the spirit of national unity, the sacrifice of revolutionary soldiers in the resistance against the French colonialists and the American imperialists; introducing some images of the Vietnam People's Army and the People's Public Security carrying out their duties in protecting the country and maintaining social order and safety; educating students to love, share, help, and protect each other in their studies.
+ Grade 3: education about the national tradition of resisting foreign invaders; introducing courageous examples of youth, children, and heroic Vietnamese mothers in the cause of national liberation; activities and images of students participating in environmental protection in their locality and at school.
+ Grade 4: introducing the administrative map of Vietnam, affirming Vietnam's sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos; some songs about the seas and islands of Vietnam; educating students about compliance with laws regarding order and traffic safety.
+ Grade 5: introducing Vietnam's sovereignty and sovereign rights over its seas and islands; some images of the exploitation of aquatic and marine resources for socio-economic development, national defense, and security; courageous examples of soldiers and officers of the Vietnam People's Army and the People's Public Security in rescue operations.
* Lower Secondary Education
- Implement integration in subjects and educational activities for each grade, according to the textbooks chosen by the school, suitable for the cognitive abilities of students in each locality, focusing on subjects: Vietnamese language; Civic Education; History and Geography; Arts (Music, Fine Arts); Local education content; Experiential activities, career orientation.
- Common integrated themes from grade 6 to grade 9: fostering the spirit of unity and patriotism of the Vietnamese people in nation-building and preservation throughout historical periods; safeguarding sovereignty over seas and islands; protecting national sovereignty, territory, and borders; rights and responsibilities of citizens towards the nation-building and defense cause; introducing some historical events in the resistance against foreign invaders; some content about protecting personal information when participating in social networks; introducing some content about preventing and combating social evils for students; state policies on beliefs and religions.
- Grade-specific integrated themes
+ Grade 6: introducing the history and traditions of the Vietnam People's Army and the People's Public Security; historical landmarks associated with the national resistance against foreign invaders; strategies and creativity of the people and the military in the resistance against foreign invaders.
+ Grade 7: introducing activities and images of safeguarding Vietnam's sovereignty over its seas and islands; some content about protecting personal information when participating in social networks; freedom of belief and religion in accordance with the law.
+ Grade 8: educating pride and national self-esteem, and the strength of national unity in the struggle against foreign invaders; introducing some national borders; the consequences of social evils affecting all aspects of social life; the responsibility of students in preventing and combating school violence.
+ Grade 9: the consequences of invasive wars on the Vietnamese people; some images of economic and social development and ensuring national defense and security; introducing songs that praise the glorious traditions of the Vietnam People's Army and the People's Public Security; the responsibility of students in nation-building and defense.
(3) Duration of Integration
The duration of integrating the content of national defense and security education into subjects and educational activities should be appropriate to the curriculum of primary and lower secondary education, as well as the education plans of individual schools. It should ensure that the necessary content of national defense and security education is effectively conveyed without increasing the overall learning time of subjects and educational activities.
