This is a notable content of Circular No. 04/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam on prevention and control of aquatic animal diseases, effective from July 01, 2016.
According to Article 11 of Circular No. 04/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, information dissemination, communication, and training for the prevention and control of aquatic animal diseases must ensure the following contents:
1. Subjects of training: Organizations and individuals involved in activities related to environmental monitoring, production, collection, breeding, farming, trading, transportation, processing, and disease prevention and control in aquaculture.
2. Content: The principles, policies, legal regulations, guidance documents, and disease prevention and control measures issued by the veterinary and aquaculture authorities.
3. Methods: Utilizing one or more different forms of communication (leaflets, media outlets, workshops, training sessions, etc.). The methods should ensure regular, timely, and effective dissemination of information.
4. Timing: The dissemination, communication, and training should be conducted before the farming season, prior to the period of increased disease occurrence, and when disease outbreaks occur.
5. Responsibilities:
- The Department of Veterinary Medicine takes the lead and collaborates with the General Department of Fisheries to develop and guide the implementation of national programs and plans for information dissemination, communication, and training on the prevention and control of aquatic animal diseases.
- The Provincial Department of Veterinary Medicine takes the lead and collaborates with the Provincial Department of Fisheries to develop and implement local programs and plans for information dissemination, communication, and training on the prevention and control of aquatic animal diseases.
