On December 30, 2024, the Government of Vietnam promulgated Decree 176/2024/ND-CP regulating the management and use of funds from administrative penalties concerning road traffic order and safety, as well as vehicle license plate auctions after paying into the state budget.

Content of expenditures for ensuring traffic order and safety in Vietnam in 2025

(1) Expenditure Content of the Ministry of Public Security of Vietnam

- Investment in, procurement of equipment, vehicles serving the traffic order and safety assurance tasks; repair, maintenance, refurbishment, and upgrades of equipment, and vehicles.

- Construction, operation, management, upgrading, ensuring security and safety of information systems, and databases on traffic order and safety.

- Construction, renovation, repair, maintenance, upgrading, expansion of facilities, command centers, headquarters, working places, places for temporary vehicle custody.

- Renting assets (properties, land, vehicles, equipment, and other assets) serving traffic order and safety assurance tasks.

- Expenditure on fuel (gasoline, oil, other fuels) serving the traffic order and safety assurance tasks.

- Conducting investigation, resolving traffic accidents; handling administrative violations in the field of traffic order and safety; addressing incidents, preventing, controlling congestion, and managing hazard-prone traffic accident spots.

- Allocating work allowances, operational expenses for inspection, supervision of traffic order and safety assurance tasks.

- Operating hotlines, technology applications, and software in traffic order and safety assurance activities.

- Propagation, education, and dissemination of the law on traffic order and safety assurance; training, fostering professional skills, checking legal knowledge on traffic order and safety.

- Summarizing, concluding, organizing conferences, seminars to deploy duties, conduct traffic order and safety assurance tasks; awarding collectives, individuals with outstanding achievements in traffic order and safety assurance tasks.

- Supporting individuals, organizations providing information reflecting administrative violations on traffic order and safety.

- Expenses for materials, office supplies, printing case files, documents; maintaining power supply for the information system, and databases on traffic order and safety issues; postal, communication costs for traffic order and safety assurance tasks.

- Surveying, assessing, proposing the drafting of legal documents, building legal documents, creating policies, ensuring traffic order and safety; organizing research, statistical surveys, conducting scientific projects, executing experiments, and developing products, services ensuring traffic order and safety.

- Providing allowances for officers, soldiers directly participating in traffic order and safety assurance tasks at night.

- Data entry to serve traffic order and safety assurance tasks.

- International cooperation on traffic order and safety assurance.

- Other expenditures related to the field of security and public order, social safety as regulated.

- Performing tasks assigned by the Government of Vietnam, the Prime Minister related to traffic order and safety assurance tasks.

(2) Expenditure Content of the People's Committees of Provinces, Central-affiliated Cities and Other Local Agencies in Vietnam

- Procurement of equipment, vehicles serving traffic order and safety assurance tasks; repair, maintenance, refurbishment, upgrading of equipment, vehicles.

- Operation, management, upgrading, ensuring security, and safety of information systems serving traffic order and safety assurance tasks.

- Renovating, repairing, maintaining, upgrading, expanding facilities, headquarters, workplaces serving traffic order and safety assurance tasks, places for temporary vehicle custody.

- Renting assets (properties, land, vehicles, equipment, and other assets) serving traffic order and safety assurance tasks.

- Expenditure on fuel (gasoline, oil, other fuels) serving the traffic order and safety assurance tasks.

- Operating hotlines, technology applications, and software serving traffic order and safety assurance tasks.

- Visiting, supporting traffic accident victims, families of deceased victims in particularly serious traffic accidents; severely injured victims, families of deceased victims due to traffic accidents with difficult circumstances.

- Training, fostering professional skills serving traffic order and safety assurance tasks.

- Awarding collectives, individuals with outstanding achievements in traffic order and safety assurance tasks.

- Expenses for materials, office supplies, printing case files, documents, postal, communication costs serving traffic order and safety assurance tasks.

- Summarizing, concluding, deploying tasks ensuring traffic order and safety.

- Building, directing, inspecting, urging, organizing the implementation of plans, programs, projects on traffic order and safety assurance.

- Providing allowances to officials and public employees, and other local forces directly participating in traffic order and safety assurance tasks working at night, working overtime.

- Data entry to serve traffic order and safety assurance tasks.

- Solving traffic congestion, addressing traffic accident consequences, rescue, relief, and executing other tasks assigned by the Government of Vietnam, the Prime Minister related to traffic order and safety assurance tasks.
