Content of Expenditures for Activities Implementing the Scheme of Central Agencies

On September 30, 2014, the Ministry of Finance issued Circular 143/2014/TT-BTC regarding the preparation of estimates, management, use, and settlement of funds for the implementation of the Scheme "Support and development of independent private childcare groups in industrial zones and export processing zones until 2020" from state budget sources.

Circular 143/2014/TT-BTC stipulates the contents of expenditures for activities implementing the Scheme “Support and development of independent private childcare groups in industrial zones, export processing zones until 2020” by central agencies as follows:

- Expenditures for activities implementing, monitoring, evaluating, summarizing the implementation of the Scheme, including:

- Expenditures for organizing introductory conferences and training conferences to implement the Scheme; workshops to exchange experiences; preliminary and final summary conferences at the central level;- Expenditures for developing a set of monitoring and evaluation indicators for implementing the Scheme; periodically, annually, or unexpectedly monitoring the progress and effectiveness of the Scheme’s implementation;- Expenditures for travel allowances for directing, inspecting, and monitoring the implementation of the Scheme; expenditures for writing summary reports evaluating the implementation situation of the Scheme; expenditures for night work, overtime work (if any); office supplies, materials, equipment, and other expenses directly serving the operation of the agency assisting the Scheme.

- Expenditures for investigating and surveying the number of children of workers in industrial zones, export processing zones under 36 months of age and the current status of child care by families and childcare groups; reviewing individuals and organizations eligible to establish childcare groups;

- Expenditures for developing materials for training, refining, and training media materials to support capacity building for managers, teachers, caregivers of independent private childcare groups, and mothers, caregivers of children under 36 months old in industrial zones and export processing zones, including:

- Materials for professional, vocational, ethical training sessions for teachers and caregivers in independent private childcare groups; materials on child care and education knowledge for mothers;- Training materials, capacity building materials on monitoring and participating in child care and protection work for the Women’s Union officials at all levels;- Expenditures for compiling media materials on child care and development.

- Expenditures for media activities, consulting child care for workers in industrial zones, export processing zones. Expenditures for propagating through the central mass media to raise awareness and mobilize the community to actively support child care and education work.

- Expenditures for organizing training courses, capacity building for monitoring and participating in child care and protection work for officials of the Women's Union at provinces and centrally-run cities;

- Expenditures for organizing research workshops, reviewing and proposing policies to support women with children under 36 months old who are workers; policies to protect and care for children in industrial zones, export processing zones;

- Expenditures for directing, guiding, and supporting independent private childcare groups in child health care; expenditures for coordinating to organize periodic health examinations at independent private childcare groups;

- Expenditures for implementing inter-sectoral coordination activities in directing, inspecting, monitoring, and providing technical support.
