The Ministry of Finance issued Circular 148/2015/TT-BTC stipulating the content and expenditure levels for the implementation of the Scheme to identify the remains of martyrs whose information is still missing.
Providing support for the activities involving the collection of remains of martyrs with missing information includes:
- Hiring labor, backdrops, tents, and other rentals (if any): Payment according to the actual rental price at the local area;- Purchasing supplies, gloves, alcohol, liquor, and other expenditures (if any): Payment according to the actual purchase price at the local area;- Hiring a person to directly collect the remains of martyrs in cases where the genetic testing facility does not assign personnel: Payment based on an agreement between the Department of Labor, War Invalids, and Social Affairs and the hired personnel, based on the budget approved by the competent authority;- Travel allowance policies for members of the team collecting the remains of martyrs:- Support for relatives of martyrs with missing information invited to join the team for collecting the remains (if any), a maximum of 02 relatives per martyr with missing information:- One-time support of 500,000 VND/person;- In cases where relatives of martyrs with missing information arrange their own transportation, a one-time travel allowance will be provided as follows: if the distance from the residence of the relative to the collection site is less than 500 km, it will be 500,000 VND/person; if 500 km or more, it will be 1,000,000 VND/person.
Circular 148/2015/TT-BTC is effective from November 01, 2015.
