The Minister of Public Security of Vietnam issued Circular 12/2025/TT-BCA dated February 28, 2025, stipulating the assessment and issuance of driver licenses; issuance and use of international driver licenses.
(1) Theoretical Assessment
- Theoretical assessment: includes questions related to legal regulations on road traffic order and safety; driving techniques; content related to the structure and ordinary repairs (for category B1 and above); driver ethics, traffic culture, and prevention of the harm of alcohol when participating in traffic; fire fighting, prevention, and rescue skills (for category B and above).
Candidates for category A1, A driver license assessments who hold a valid automobile driver license are exempted from the theoretical assessment;
- Theoretical assessment is conducted on a computer, except in cases provided in Clause 2, Article 5 of Circular 12/2025/TT-BCA.
(2) Practical Driving Assessment in a Simulation
- For category A1, A
Assessment is carried out using a direct scoring method combined with automatic scoring devices, except in cases provided in Clause 2, Article 5 of Circular 12/2025/TT-BCA. The candidates must maneuver the motorcycle through 4 tasks: follow the numeral 8, straight path, path with obstacles, and rough path;
- For category B1
Assessment is conducted using a direct scoring method, with the assessor not seated in the test vehicle. The candidates must maneuver the vehicle through a zigzag path and reverse following the opposite direction;
- For categories B, C1, C, D1, D2, D
Assessment is conducted using automatic scoring devices; no assessor is seated in the test vehicle except in cases provided in Point a, Clause 2, Article 13 of Circular 12/2025/TT-BCA.
The candidates must maneuver the vehicle through pre-arranged tasks at the driving test center, including: starting, stopping for pedestrians, stopping and starting on a slope, maneuvering through wheel spots and right angles, crossing intersections with traffic lights, navigating winding roads, parking the vehicle (B and C1 parallel parking; B, C, D1, D2, and D perpendicular parking), temporarily stopping at railroad crossings, operating in hazardous situations, changing gears on a level road, completion;
- For categories BE, D1E, D2E, DE
Assessment is conducted using a direct scoring method, with the assessor not seated in the test vehicle. The candidates must maneuver the vehicle through tasks: proceeding through 5 designated poles and reversing;
- For categories C1E, CE
Assessment is conducted using a direct scoring method, with the assessor not seated in the test vehicle. The candidates must maneuver the vehicle through 2 tasks: proceeding through 5 designated poles and reversing; parallel parking.
(2) Practical Driving Assessment on Roads
- For categories B, C1, C, D1, D2, D
Assessment is conducted using automatic scoring devices, with one assessor seated in the test vehicle. The candidates must drive the test vehicle, handle situations on the traffic roads, and follow the assessor's instructions;
- For categories BE, C1E, CE, D1E, D2E, DE
Assessment is conducted using a direct scoring method, with one assessor seated in the test vehicle.
(4) Automobile Driving Assessment using Traffic Situation Simulation Software for categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE: candidates detect potential traffic safety hazards by observing simulated scenarios appearing on the computer and perform corresponding maneuvers.
