For educational institutions with foreign investment

- Implement regulations on the procedures for establishing educational institutions, approving educational activities; implement regulations on opening educational institution branches;- The implementation of regulations on infrastructure, teaching staff, and other conditions ensuring the quality of education; admissions, implementation of educational programs; education quality accreditation, issuance of diplomas, and certificates.

For training cooperation

- The issuance of operation permits for training cooperation;- The implementation of regulations regarding forms, subjects, scope, duration of training cooperation; admissions, implementation of educational programs, issuance of diplomas, certificates; teacher standards; the implementation of regulations on conditions for training cooperation, education quality accreditation; the implementation of regulations on procedures, approval authority, extension, and termination of training cooperation activities.

For representative offices

- Implement regulations on the procedures for establishing representative offices, approving educational activities;- Implement regulations on functions, tasks, operational duration; the implementation of regulations on conditions, procedures, approval authority, extension, and termination of activities; the implementation of rights and obligations of foreign education representative offices.
