Circular 11/2018/TT-BKHCN issued by the Ministry of Science and Technology stipulating economic - technical norms for calibration and verification activities of measuring instruments for automatic and continuous air quality monitoring stations.
According to Circular 11/2018, technical-economic norms include the following component norms:
Technological labor norms
- Job content: basic operations, main operations performed in a work step for the process of inspection and calibration of measuring instruments.- Staffing: regulates the number of laborers and technical job levels; laborers participating in inspection, calibration must meet the requirements of inspectors, calibrators as prescribed by law.- Norms: regulate the direct labor time to perform a work step or the entire job according to the inspection and calibration process.
Equipment norms: Equipment norms are the time laborers use the necessary equipment and machinery to perform a work step or the entire job. The unit of measurement is shifts/work step or the entire job.
Tool norms: Tool usage norms are calculated based on the time laborers directly use the necessary tools to perform a work step or the entire job. The unit of measurement is shifts/work step or the entire job.
Material norms:
- Material usage norms are the quantity of materials needed to perform a work step (or the entire job according to the process) for inspection and calibration.- Minor material levels and wastage are calculated as 8% of the material levels in the Material Norms Table.
Technical-economic norms do not include transportation for inspection and calibration activities of measuring instruments for automatic, continuous air environment monitoring stations.
