The Government Inspectorate issued Official Dispatch 1831/TTCP-KHTH dated October 13, 2022, guiding the development of the 2023 Inspection Plan in Vietnam.

In particular, the content of the Ministry of Industry and Trade's inspection orientation in 2023 is outlined in the Appendix issued with Official Dispatch 1831/TTCP-KHTH as follows:

1. Content of administrative inspection orientation of the Ministry of Industry and Trade in 2023 in Vietnam

The content of the Ministry of Industry and Trade's administrative inspection orientation in 2023 includes:

- Inspect the responsibilities of heads of units on duty in performing assigned functions and tasks; management and use of capital and assets, equitization, divestment, and restructuring of units under the Ministry.

- Inspect compliance with legal regulations on corruption prevention and combat; inspect public services in a number of areas under the state management of the Ministry of Industry and Trade to create corruption and negativity.

- Specialized inspections and large-scale inspections of important and sensitive fields.

- Unscheduled inspection when detecting signs of a law violation.

2. Content of specialized inspection orientation of the Ministry of Industry and Trade in 2023 in Vietnam

2.1 Electricity sector

- Inspect the compliance with the law in quality management of construction works and electricity activities in the fields of power system dispatching; electrical safety; developing rooftop solar power; customer service quality; Wholesale, retail, specialized electrical consulting.

- Inspection of specialized electrical consulting units in the fields of:
Design consulting and construction supervision consulting for hydroelectric power plants, wind power plants, solar power plants, thermal power plants, transmission lines, and transformer stations.

2.2 Chemical field

For the chemical sector, carry out inspections on the following contents:

- Declare imported chemicals;

- Producing and trading chemicals on the list of chemicals subject to conditional production and trading and chemicals restricted from production and trading in the industrial sector;

- Using chemicals;

- Buying and selling toxic chemicals;

- Preventing and responding to chemical incidents in the industrial sector;

- Chemical safety training;

- Trading and using table chemicals;

- Conditions for the production and trading of industrial explosives and conditions for production and trading of explosive precursors.

2.3 Market Management Field

Inspect compliance with legal regulations for:

- Producing and trading in goods and commercial services (focusing on e-commerce and conditional business fields);

- Food safety is under the management responsibility of the Ministry of Industry and Trade;

- Trading in petroleum and gas;

- Trading in chemicals, fertilizers, and plant protection drugs.

2.4 Area of Chamber of Commerce

The inspection focuses on businesses that are exempt from applying trade remedies.

2.5 Trade promotion field

Inspect the implementation of promotional activities; the implementation of trade fairs and exhibitions; Implementation of representative office activities of foreign trade promotion organizations in Vietnam (focusing mainly on the following contents: administrative procedures; reporting on implementation results).

2.6 Competition and consumer protection areas

Inspection in the field:

- Production and trading of automobiles;

- Finance and banking;

- Production and retail (online and offline);

- Buy and sell apartments;

- Telecommunications, pay television;

- Insurance;

- Inspect businesses that have been granted Certificates of registration of multi-level marketing activities (focusing on businesses with signs of illegal multi-level marketing and have not been inspected in recent years).

2.7 Commercial and electronic fields

Inspect businesses that have websites providing e-commerce services and businesses that have e-commerce websites selling goods that are electronics, household appliances, fashion and accessories, food, cosmetics.

2.8 Industrial safety and environment field

- Inspect compliance with regulations on electrical safety, focusing on areas with high safety risks and a high number of accidents in recent years; on technical safety inspection activities of electrical equipment and tools; and on Circular 31/2014/TT-BCT.

- Inspect the observance and implementation of legal regulations in the fields of safety management of dams and hydroelectric reservoirs.

Focus on the private sector and localities with a high frequency of flood discharges, affecting downstream areas, when implementing operating procedures.

- Inspect the observance and implementation of legal regulations by organizations and individuals in industrial explosives activities; inspect organizations with denunciations and complaints related to the use of industrial explosives.

- Inspect the observance and implementation of legal regulations on safety in mining and processing minerals with high safety risks.

- Inspect compliance with legal regulations on chemical safety; compliance with legal regulations on liquefied petroleum gas safety.

2.9 Industry Sector

Inspect mineral planning areas and conditional business activities in the tobacco sector.
