The Minister of Public Security of Vietnam promulgates Circular 65/2024/TT-BCA on November 12, 2024, stipulating the test of legal knowledge on road traffic order and safety for restoration of driver license points.

Content, methods, duration, and structure of the test for restoration of driver license points from 2025 in Vietnam

(1) Test content includes:

- Theoretical tests of legal knowledge on road traffic order and safety are conducted using theoretical examination questions for driver license issuance as stipulated by the Minister of Transport (hereinafter referred to as theoretical legal knowledge tests);

- Legal knowledge tests on road traffic order and safety using computer-simulated traffic situations as stipulated by the Minister of Transport (hereinafter referred to as simulated legal knowledge tests).

(2) Test methods:

- For theoretical legal knowledge tests, applicants complete a multiple-choice test on a computer using legal knowledge testing software on road traffic order and safety;

- For simulated legal knowledge tests, applicants handle computer-simulated traffic situations.

(3) Time, structure of the test, and passing criteria for theoretical legal knowledge tests:

- Applicants with category A1 driver licenses have 19 minutes for the test. The test comprises 25 multiple-choice questions, each worth 01 point, including 01 critical question. Scores of 21/25 or higher are considered passing. If an applicant scores 21/25 or higher but answers the critical question incorrectly, they will not pass;

- Applicants with category A or B1 driver licenses have 19 minutes for the test. The test comprises 25 multiple-choice questions, each worth 01 point, including 01 critical question. Scores of 23/25 or higher are considered passing. If an applicant scores 23/25 or higher but answers the critical question incorrectly, they will not pass;

- Applicants with category B driver licenses have 20 minutes for the test. The test comprises 30 multiple-choice questions, each worth 01 point, including 01 critical question. Scores of 27/30 or higher are considered passing. If an applicant scores 27/30 or higher but answers the critical question incorrectly, they will not pass;

- Applicants with category C1 driver licenses have 22 minutes for the test. The test comprises 35 multiple-choice questions, each worth 01 point, including 01 critical question. Scores of 32/35 or higher are considered passing. If an applicant scores 32/35 or higher but answers the critical question incorrectly, they will not pass;

- Applicants with category C driver licenses have 24 minutes for the test. The test comprises 40 multiple-choice questions, each worth 01 point, including 01 critical question. Scores of 36/40 or higher are considered passing. If an applicant scores 36/40 or higher but answers the critical question incorrectly, they will not pass;

- Applicants with category D1, D2, D, BE, C1E, CE, D1E, D2E, DE driver licenses have 26 minutes for the test. The test comprises 45 multiple-choice questions, each worth 01 point, including 01 critical question. Scores of 41/45 or higher are considered passing. If an applicant scores 41/45 or higher but answers the critical question incorrectly, they will not pass.

(4) Time, structure of the test, and passing criteria for simulated legal knowledge tests:

The test duration is no more than 10 minutes. The test is designed with 10 questions simulating traffic situations, each question being a potential traffic safety risk, with a maximum score of 05 points and a minimum score of 0 points. The score obtained by the applicant corresponds to the timing of identifying and assessing potential traffic safety risks through interaction with a computer running simulation software. Scores of 35/50 or higher are considered passing.

(5) Passing scores qualify for driver license point recovery:

- For cases where motorcycle driver license holders lose all points: driver license points are recovered upon achieving passing scores in theoretical legal knowledge tests as stipulated in point a, point b, paragraph 3, Article 6 of Circular 65/2024/TT-BCA;

- For cases where automobile driver license holders lose all points: driver license points are recovered upon achieving passing scores in both theoretical legal knowledge tests and simulated legal knowledge tests as stipulated in points c, d, dd, e, paragraph 3 and paragraph 4, Article 6 of Circular 65/2024/TT-BCA.

Individuals who do not achieve passing scores in theoretical legal knowledge tests are not eligible for simulated legal knowledge tests.

Individuals who achieve passing scores in theoretical legal knowledge tests but do not pass simulated legal knowledge tests are allowed to retain their theoretical legal knowledge test scores for 01 year from the date of achieving a passing result.

Applicants who fail the test can register for a retest after 07 working days from the date of completion of the previous test.
