According to Circular 38/2019/TT-BLDTBXH, the general rules of conduct in vocational education institutions are guided as follows:
1. Propagandizing content
- The Party’s guidelines, policies, and laws of the State, traditions, and national pride. The content of political thought education, awareness of law compliance, education of compassionate, tolerant, and responsible lifestyles towards oneself, family, community, and the country. Examples of individuals and groups that perform well in creating a safe and healthy education environment, prevent, and combat school violence.
- Reflecting students' aspirations, sentiments, and responsibilities towards a safe, healthy, friendly education environment, and addressing human behavior in social relationships.
- Knowledge and skills content about: The dangers and consequences of school violence; the responsibility to detect, inform, and report acts of school violence; measures and skills to prevent school violence; intervention skills suitable to one’s ability when school violence occurs; skills to prevent personal harm, and self-protection skills in social and online environments.
- Criticizing deviant, negative behaviors, imitating, playfulness, indulgence, or acts of violence and gender inequality in vocational education institutions.
- Contents aimed at raising awareness among management staff, educators, workers, and students about: Sovereignty over seas and islands, territorial integrity; combating "peaceful evolution", refuting false information from hostile forces, and political opportunists; not being incited or drawn into activities that cause political instability and social security.
2. Forms of propagandizing
- Propagandizing through mass media, information systems of vocational education institutions, and social media.
- Through regular lessons, conferences, seminars, training sessions, and extracurricular activities.
- Through topic-specific talks and cultural-social discussions.
- Through cultural, artistic, sports competitions, or contests related to relevant fields.
