The content is detailed in Circular 49/2016/TT-BTNMT on the work of monitoring, inspecting, appraising, and accepting works and products in the field of land management.
To be specific:, within no more than 10 working days from the receipt of a complete and valid dossier, the investor shall be responsible for completing the appraisal of project components or the entire project and product.
The appraisal content includes:
- Appraisal of compliance with the content of programs, schemes, projects, technical designs - estimates, tasks approved by the competent state authorities, and other relevant technical documents;- Appraisal of compliance with regulations on project supervision work, quality inspection, project and product volume inspection;- Appraisal of handling arising issues during the construction process by the construction unit, supervision unit, inspector, investor, and investment decision-making body;- Appraisal of the confirmation of quality, volume, and difficulty level of project components or the entire project and product that have been implemented. If necessary, quality, volume, and difficulty level may be re-checked based on some product samples;- Request related units to repair, supplement, and complete the dossier and product when the product does not meet requirements, the difficulty level is not suitable, and the dossier still contains errors;- Prepare a Quality and Volume Appraisal Report on the project and product.
