This is one of the basic contents stipulated in Circular 28/2017/TT-BGDDT on regulations regarding standards, conditions, content, and forms of promotion evaluation for the professional titles of public preschool and general education teachers, promulgated on November 30, 2017. To be specific:
1. Consideration of promotion in professional titles for preschool and primary school teachers:
- Consideration of promotion in professional titles from grade IV teacher to grade III teacher: Through evaluation and scoring of dossiers according to the standard regulations for the professional title of grade III teachers at each educational level;- Consideration of promotion in professional titles from grade III teacher to grade II teacher: Through evaluation, scoring of dossiers, and examination according to the standard regulations for the professional title of grade II teachers at each educational level.
2. Consideration of promotion in professional titles for secondary and high school teachers:
- Consideration of promotion in professional titles from grade III teacher to grade II teacher: Through evaluation and scoring of dossiers according to the standard regulations for the professional title of grade II teachers at each educational level;- Consideration of promotion in professional titles from grade II teacher to grade I teacher: Through evaluation, scoring of dossiers, and examination according to the standard regulations for the professional title of grade I teachers at each educational level.
3. Preschool and primary school teachers of grade III applying for promotion to grade II; secondary and high school teachers of grade II applying for promotion to grade I will participate in the examination if their dossiers score 100 points. Teachers who are not qualified for the examination will be notified that they do not meet the conditions to continue the consideration for promotion in professional titles.
4. The examination is conducted through survey tests or interviews:
- Survey tests are conducted through written or multiple-choice tests; the duration of the survey test should not exceed 45 minutes; the content of the survey is related to the duties of teachers as stipulated in the professional title standards (according to each title grade of each educational level);- Interview: The interview is conducted directly with each person; the duration of the interview for one person should not exceed 15 minutes; the content of the interview is related to the duties of teachers as stipulated in the professional title standards for teachers at each educational level.
