What are the regulations on the content and economic - technical norms for planning activities in Vietnam specified in Circular 32/2023/TT-BTC dated May 29, 2023 issued by the Ministry of Finance?
Content and economic - technical norms for planning activities in Vietnam (Internet image)
On May 29, 2023, the Minister of Finance of Vietnam issued Circular 32/2023/TT-BTC guiding the use of recurrent expenditures of the state budget, including funding sources of organizations and individuals for formulation, appraisal, decision or approval for publication, and adjustment of planning.
Specifically, in Article 4 of Circular 32/2023/TT-BTC, the content and economic-technical norms for planning activities are as follows:
- The content and economic-technical norms for elaboration, appraisal, decision or approval, announcement, and adjustment of the master plan under the national planning system shall comply with Circular 08/2019/TT-BKHDT on guidelines for norms for planning activities.
- Content and economic - technical norms for the preparation, appraisal, decision or approval, announcement, and adjustment of planning of a technical and specialized nature in Appendix 2 of the Law on Planning shall comply with relevant laws, specifically:
- Circular 09/2020/TT-BTNMT promulgating economic - technical norms for the general planning of inter-provincial river basins and inter-provincial water sources;
- Circular 11/2020/TT-BNNPTNT promulgating technical regulations and economic - technical norms for irrigation planning activities and irrigation basic survey;
- Circular 33/2021/TT-BGTVT guiding norms for planning activities of a specialized technical nature in the field of transport;
- Circular 09/2022/TT-BKHCN promulgating economic - technical norms for formulation, appraisal, announcement, and adjustment of planning on development and application of atomic energy;
- Circular 04/2023/TT-BVHTTDL stipulating economic - technical norms for the formulation and adjustment of outdoor advertising planning;
- Other relevant legal documents guiding the economic - technical norms for planning activities promulgated by ministries and central agencies according to their competence.
Comply with the provisions of Circular 113/2018/TT-BTC, on prices in planning activities.
Specifically, prices for planning activities are determined on the basis of expenses for planning activities that are outsourced.
Based on the nature of the activities, the contents to be implemented, the provisions of the Law on Planning, and legal documents detailing and guiding the implementation of the Law, prices for planning activities include one or several of the following expenses:
- Expenses for hiring consultants.
- Expenses for the purchase of machinery and equipment.
- The cost of using the service and other expenses.
The planning agency, the agency that organizes the formulation of the planning component according to the provisions of the Law on Planning and legal documents detailing and guiding the implementation, shall decide the price of the planning activities to meet the requirements of the assigned planning tasks after obtaining the written opinions of the financial authorities of the same level.
(Except for planning cases related to state secrets as prescribed by law).

Principles of pricing of planning services specified in Article 4 of Circular 113/2018/TT-BTC, are as follows:
-Conform to tasks and nature of planning services specified in the Law on Planning No. 21/2017/QH14 and other legislative documents elaborating and providing guidance on implementation thereof.
- Correspond to the general pricing method applied to goods and services in accordance with the Law on Prices No. 11/2012/QH13 and other legislative documents elaborating and providing guidance on implementation thereof.
- Align with tasks and spending limits of similar services funded by state budget allocations for implementation of these services as provided in legislative documents in force; comply with regulations on limits on planning activities promulgated by the Ministry of Planning and Investment under the provisions of point dd of clause 3 of Article 55 in the Law on Planning.
Circular 32/2023/TT-BTC takes effect from July 14, 2023.
