Construction of Traditional Oriental Medicine Drug List: Health Facilities Need to Adhere to 03 Principles

The Ministry of Health has just issued Circular 05/2015/BYT regarding the list of traditional medicine, herbal medicine, and traditional medicine ingredients covered by the health insurance fund.

Currently, medical examination and treatment facilities base themselves on the List of Drugs and List of Medicinal Ingredients promulgated with this Circular, the disease model, and the scope of specialized activities to develop a List of drugs and medicinal ingredients used at the medical examination and treatment facilities and self-prepared drugs (if any) to purchase according to the legal provisions on bidding, meeting treatment needs, and serving as a basis for payment with the health insurance fund.

The selection of drugs in the List of Drugs and Medicinal Ingredients promulgated with Circular 05/2015/BYT is carried out based on the following principles: priority for domestically produced drugs; drugs from pharmaceutical enterprises meeting Good Manufacturing Practice (GMP) standards; medicinal ingredients sourced from domestically bred, planted, or harvested origins; drugs and medicinal ingredients with effective treatment and reasonable costs.

Based on the specific drugs and medicinal ingredients purchased, the medical examination and treatment facilities compile the List of drugs and medicinal ingredients used at the medical examination and treatment facilities and self-prepared drugs to submit to the social insurance organization as a basis for payment.
