On December 20, 2008, the People's Council of Nghe An province issued Circular 24/2011/TT-BTTTT approving the master plan for socio-economic development in the coastal and marine areas of Nghe An province, Vietnam by 2020.

Resolution 244/2008/NQ-HDND outlines the development orientation for the telecommunications system in Nghe An province, Vietnam by 2020 as follows:
- Develop a modern and synchronized information and communication network to serve the socio-economic development of coastal areas, search and rescue operations, and ensure security and defense at sea; expedite the application of information technology across all areas of social life, especially in leadership and management systems. Upgrade all exchanges and fully fiber-optic the entire transmission system; cover the entire region with mobile signals. Develop a high-speed Internet network, cable television, and digital television to all communes;
- Complete the construction of information technology infrastructure. Establish an electronic portal connected to all agencies, with the activities of agencies and organizations being conducted online;
- Enhance communication capacity between sea and shore, strengthen the management of fishery information means to facilitate effective supervision of activities and ensure the safety of people and means operating at sea. Proactively coordinate information on flood and storm prevention, search and rescue at sea.
