Ordinance on Diplomatic Ranks and Titles of 1995 was promulgated on May 31, 1995. In addition to stipulating the criteria for the appointment to the rank of Ambassador, this Ordinance stipulates that the appointment to ranks from Counselor to Minister must also meet certain criteria.
Specifically, according to Article 14 of the Ordinance on Diplomatic Ranks and Titles 1995, diplomatic officials are considered for promotion from the Counselor rank to the Minister rank when they meet the following conditions:
Loyalty to the Socialist Republic of Vietnam.
Possess good political and ethical qualities; have the capability to correctly implement the policies and directions of the Communist Party and the State concerning domestic and foreign affairs.
Have a university education level and political education at least at the intermediate level.
Be trained in diplomatic affairs, and capable of using at least one foreign language.
Have at least 8 years of service in the diplomatic sector, accumulating experience in foreign affairs.
Hold the position of Director General, Deputy Director General or equivalent, senior specialist, principal specialist, or specialist.
