Connection Requirements for Level II Specialized Data Transmission Network Units

This is the newly amended regulation pursuant to Circular 12/2019/TT-BTTTT of the Ministry of Information and Communications, amending and supplementing certain articles of Circular 27/2017/TT-BTTTT dated October 20, 2017, of the Minister of Information and Communications on the provision of management, operation, connection, usage, and assurance of information security on the specialized data transmission network of the Communist Party and State agencies.

Using the dedicated data transmission network of the Communist Party and State agencies (hereinafter referred to as the dedicated data transmission network and abbreviated as “the TSLCD network”) level II connected to the agencies, telecommunications enterprises must meet the requirements specified in Clause 4, Article 1 of Circular 12/2019/TT-BTTTT, specifically as follows:

- Telecommunications enterprises must ensure connectivity between points in the level II TSLCD network based on the usage needs of the Communist Party and State agencies of provinces and centrally-run cities and ensure the implementation of connectivity requirements per the request of the Central Post Office.- To ensure connectivity between level I and level II TSLCD networks, telecommunications enterprises must establish trunk connections to the level I TSLCD network.

The connectivity method is implemented as follows:

- Level II TSLCD network connection points are directly routed to the aggregation equipment of the level I TSLCD network or routed to the local wide area network aggregation equipment;- Level II TSLCD network connection points connecting to the level I TSLCD network must be routed through the aggregation equipment of the level I TSLCD network.

IP address resources and routing parameters: Ensure unity of IP address resources and routing parameters according to the provisions of the law and the guidance of the Ministry of Information and Communications (Central Post Office) for the TSLCD network.
