In Article 10 of Circular 25/2020/TT-BCT, it is regulated that no later than 20 working days from the date of receipt of the annual plan registration, 5-year plan and the implementation report of the annual plan, the 5-year plan for efficient and economical use of energy by the establishment; the registration of the annual plan for efficient and economical use of energy and the annual energy use situation report of the agency, unit, the Department of Industry and Trade of Vietnam must conduct inspections, respond, and confirm the results on the electronic information page http://dataenergy.vn.

In cases where the registration of the annual plan, 5-year plan, and the annual and 5-year plan implementation report of the establishment; the registration of the annual plan for efficient and economical use of energy and the annual energy use situation report of the agency, unit are incomplete or inaccurate, the Department of Industry and Trade of Vietnam is responsible for requesting the establishment, agency, unit to amend and supplement the report. The establishment, agency, unit is responsible for completing the amendments and supplements to the report within 20 working days after receiving the amendment and supplement request from the Department of Industry and Trade of Vietnam.

Additionally, Article 11 of Circular 25/2020/TT-BCT also regulates that the establishment must apply the energy management model according to the requirements specified in Article 8 of Decree 21/2011/ND-CP dated March 29, 2011, of the Government of Vietnam detailing and providing measures for the implementation of the Law on Economical and Efficient Use of Energy and report to the local Department of Industry and Trade of Vietnam in the report on the implementation of the annual energy use plan on the electronic information page http://dataenergy.vn. The Department of Industry and Trade of Vietnam is responsible for inspecting and urging establishments to apply the energy management model.

- In cases where the establishment has not applied the energy management model, the Department of Industry and Trade of Vietnam is responsible for requesting the establishment to implement the energy management model and include the establishment in the inspection list for the following year;

- For new establishments listed as key energy-using establishments according to the Decision of the Prime Minister of the Government of Vietnam, within one year from the date of issuance of the Decision of the Prime Minister of the Government of Vietnam, the establishment is responsible for developing, applying the energy management model, and reporting to the Department of Industry and Trade of Vietnam in the report on the implementation of the annual energy use plan on the electronic information page http://dataenergy.vn.
