Recently, the Prime Minister of Vietnam issued a Decision on the organization of the comprehensive inspection on rural and agricultural issues in 2025.

On June 7, 2024, the Prime Minister of Vietnam issued Decision 484/QD-TTg on organizing the comprehensive inspection on rural and agricultural issues in 2025.
The comprehensive inspection on rural and agricultural issues in 2025 in Vietnam will be conducted nationwide on July 1, 2025.
The comprehensive inspection on rural and agricultural issues in 2025 in Vietnam will collect the following groups of information:
(1) The current state of agricultural, forestry, and fishery production
- Number of production units; number of laborers and labor structure; labor time;
- Production scale;
- Production capacity;
- The status of industrialization, modernization, and application of scientific and technological advances in production, application of the digital economy;
- Access to information by production units;
- Implementation of product origin traceability, production links, product consumption;
- Impact of agricultural, forestry, and fishery production on the environment; information on the effects of climate change and rising sea levels;
- Economic development status of farms;
- Efficient and sustainable production development;
- The role of women in agricultural, forestry, and fishery production;
- Results of self-production and self-consumption activities by households;
- Agricultural land use situation.
(2) The current state of rural areas
- Current situation and changes in rural socio-economic infrastructure, including information related to the implementation of national targets on new rural areas, advanced new rural areas for the period 2021 - 2025;
- Forms of support for the rural economy (agricultural, forestry, and fishery extension systems; market access;...);
- Rural environmental sanitation;
- Development of agriculture, forestry, and fishery associated with processing, services, and tourism;
- Cooperative groups and craft villages;
- Physical facilities and working conditions of communal People's Committees.
(3) Information about rural inhabitants
- Capacity to mobilize capital, status of capital borrowing, and access to credit for agricultural, forestry, and fishery production households;
- Vocational training for rural laborers and the results of policies by the Communist Party and the State regarding rural residents;
- Use of electricity, clean water by rural residents; medical examination, treatment, and primary healthcare.
(1) At the central level:
The Prime Minister of Vietnam will establish the Central Steering Committee for the comprehensive inspection on rural and agricultural issues in 2025, headed by the Deputy Prime Minister of Vietnam; the Minister of Planning and Investment will act as the standing Deputy Head; the General Director of the General Statistics Office will be the Deputy Head; Deputy Ministers from ministries: Agriculture and Rural Development, Finance, Natural Resources and Environment, Information and Communications, the Deputy Chairman of the Central Executive Committee of the Vietnam Farmers' Union, the Chairman of the Vietnam Cooperative Alliance, and representatives from relevant ministries, departments, and agencies will be members.
The Central Steering Committee will establish a Standing Group to assist and will use the seal of the Ministry of Planning and Investment of Vietnam in directing the implementation of the comprehensive inspection on rural and agricultural issues in 2025.
(2) At the local level:
- The Chairmen of the People's Committees at all levels will establish the respective Steering Committees for the comprehensive inspection on rural and agricultural issues in 2025.
- The provincial, district, and communal Steering Committees will be responsible for organizing and directing the implementation of the comprehensive inspection on rural and agricultural issues in 2025 in their localities.
- The composition of the provincial and district Steering Committees includes: the Chairman (or Vice Chairman) of the People's Committee as the Head; the Heads of the Statistics Office at the same level as the standing Deputy Head; the Heads (or Deputy Heads) of the Departments of Agriculture and Rural Development, Planning and Investment, Finance, Natural Resources and Environment, Information and Communications, the Cooperative Alliance, the Farmers' Union, the Deputy Head of the Statistics Office at the same level and representatives from relevant departments, agencies will be members.
The provincial and district Steering Committees will establish a Standing Group to assist.
- The composition of the communal Steering Committee includes the Chairman (or Vice Chairman) of the People's Committee as the Head; the commune-level statistics office official as the standing member; the official responsible for Urban Planning and Environment (for wards, commune-level towns) or Agricultural Planning and Environment (for communes), the Chairman of the Vietnam Farmers' Union (applicable to communes, wards, commune-level towns that have the Vietnam Farmers' Union organization) and relevant officials will be members.
The Steering Committee will only be established for districts, district-level towns, provincial cities, wards, and commune-level towns where the percentage of agricultural, forestry, and fishery households accounts for more than 30% of the total number of households. For districts, district-level towns, provincial cities, wards, and commune-level towns where the Steering Committee is not established, the Chairmen of the People's Committees at the same level will directly direct; the Heads of the district-level Statistics Office and the commune-level statistics office official will act as the standing members.
Provincial, district, and communal Steering Committees will use the seals of the People's Committees at the same level in directing and organizing the implementation of the comprehensive inspection on rural and agricultural issues in 2025.
(3) The Steering Committees and Standing Groups at all levels will dissolve after completing their tasks.
