Conditions for Vietnamese citizens and foreigners to enter and exit via the land border gate

According to Decree No. 112/2014/NĐ-CP of Vietnam’s Government, conditions for Vietnamese citizens and foreigners to enter and exit via the land border gate are specified as follows:

Vietnamese citizens:

- Vietnamese citizens on exit and entry via Vietnamese border gates must possess passports or valid exit and entry papers;

- Vietnamese citizens permanently residing in border areas or border provinces, when traveling to opposite border areas or provinces of neighboring countries, must possess border laissez passers or valid exit and entry papers prescribed by treaties to which the Socialist Republic of Vietnam is a contracting party.

Foreigners

- Foreigners on entry or exit through Vietnamese border gates must possess passports or valid passport substitute papers and visas granted by a competent Vietnamese state agency, except cases of visa exemption;

- Citizens of neighboring countries who permanently reside in border areas or provinces, when traveling to opposite Vietnamese border regions or provinces, must possess border passport substitute papers or valid exit and entry papers as prescribed by treaties to which the Socialist Republic of Vietnam is a contracting party.

Moreover, via-border gate exit and entry shall comply with the following principles:

1. People, vehicles, goods and articles on exit and entry through a border gate must have adequate valid papers; comply with the principles and procedures for exit, entry, import and export and other provisions of Vietnamese law and treaties to which the Socialist Republic of Vietnam is a contracting party; and be subject to the management, inspection, control and supervision by specialized state management agencies at the border gate.

2. People other than inhabitants on two sides, their vehicles and goods traveling through border crossings for implementation of the border trade policy shall comply with the Prime Minister’s regulations.

3. The exit and entry of Vietnamese and foreign people, vehicles, goods and articles must be made only through border gates or crossings defined in Article 4 of this Decree.
