Conditions for the Establishment of National Defense and Security Education Centers

Law on National Defense and Security Education 2013 stipulates that centers for national defense and security education include:

- Centers for national defense and security education under military schools;- Centers for national defense and security education under higher education institutions.

According to Decision 161/QD-TTg, higher education institutions wishing to establish centers for national defense and security education must meet the following conditions:

- Appropriate with the military school system, vocational colleges, and higher education institutions;- For border provinces, mountainous areas, remote areas, and isolated areas: Annually, there are 2,000 or more students enrolling for study, other regions have 5,000 or more students enrolling for study;- Having land, infrastructure, classrooms, and facilities ensuring the tasks of learning, training, and living in a military environment; having training grounds, practice fields, shooting ranges, or having conditions to link the implementation of the national defense and security education subject as prescribed;- Having a sufficient number of full-time lecturers with the qualification standards prescribed by law and the management staff necessary to perform the tasks.

Joint Circular 123/2015/TTLT-BQP-BGDDT-BLDTBXH regulates the authority to establish centers for national defense and security education as follows:

- The Minister of National Defense decides to establish centers under military schools;- The Minister of Education and Training decides to establish centers under colleges and higher education institutions; Ministers of the Ministries: Industry and Trade; Transport; Culture, Sports, and Tourism implement according to regulations at Point a, Clause 7, Article 2 of Decision 161/QD-TTg;- The Chairman of the Provincial People's Committee, centrally governed cities (hereinafter referred to as provincial level) implement according to regulations at Point a, Clause 8, Article 2 of Decision 161/QD-TTg.

Additionally, planning the system of centers for national defense and security education must be in accordance with the military school system planning, the higher education institution network, and must meet the requirements of national defense and security education for various subjects.
